he incumbent serves as the Environmental Care Specialist is within the Environmental Management Service at the West Palm Beach VA Medical Center, West Palm Beach, Florida. The incumbent is the coordinator of the Waste Minimization and Recycling Program.

Duties

DUTIES: Communicates regulatory requirements including Joint Commission, OSHA, EPA, and local hospital policies and priorities throughout the hospital housekeeping department. Provides advisory services to all levels of management and to all hospital departments regarding the requirements and resolution of substantive housekeeping problems and services provided. Provides expert advice and technical assistance to help the facility meet numerous environmental regulatory requirements. Demonstrates the knowledge required to recommend effective measures to reduce or eliminate hazardous working conditions. Demonstrates the knowledge required to recognize potential health hazards associated with a variety of operations and processes. Serves as the Environmental Care Specialist, engages in activities related to the management and training requirements of Environmental Management Service. Performs routine personal inspection of work teams every month and reports to ensure standards are met. Identifies developmental and training needs of employees, providing for and arranging for needed development and training. Effectively communicates with various services to discuss recommendation for improvement, suggesting solutions to specific problems and potential problems. Learn, practice, and support all existing safety practices relevant to this position. Contribute to and keep a breast of new safe practice as they are developed.. Work Schedule: MONDAY through FRIDAY, 7:00AM-3;30PM and/or various tours due to the needs of the service. Telework: Not a telework position. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: DO NOT include Award or GEN ADJ SF-50. These SF-50s cannot be used to determine one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Identifying pollution prevention, waste minimization and recycling programs; Develop, coordinate, and present public information and educational programs and promotional materials on waste reduction and recycling; Conduct research, analyze information techniques, methods, materials and objectives; Recommending effective measures to reduce or eliminate hazardous working conditions; Establishing and maintaining effective cooperative relationships with co-workers, businesses, community organizations, institutions and the public. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Physical Requirements: The work requires extensive lifting, reaching, bending, walking, and standing on hard surfaces for extended periods of time. Incumbent frequently lifts and carries materials up to 40 pounds and occasionally up to 75 pounds. Use of forklifts is required for moving materials in excess of 75 pounds. Sedentary desk work is also rec1uired. including use of the computer for generating reports, proposals, promotional materials, etc., lnc11mbent is exposed to communicable pathogens, skin irritations, mechanical and/or electrical hazards, and ether potential safety hazards. His/her primary duties are accomplished indoors with some exposure to the outside. Incumbent may encounter temperature extremes, dirty, dusty, drafty. and noisy working conditions. Equipment utilized to accomplish duties and tasks require special care to avoid serious injury. Incumbent may be assigned to duties that include evening and/or week-end tours of duty. Working conditions such as ventilation and environment are satisfactory. Incumbent may be subject to occasional noise, skin irritations, cuts, and bruises. When occasionally performing cleaning tasks, moderate effort is expended.
