About the Position: Position serves as the Lead Program Manager for the Southwestern Civil Works Regional Integration Team. Responsible for developing policy guidance, and overseeing Major Subordinate Command program development, defense and execution for the Civil Works program activities.

Duties
Serves as Leader of the Regional Integration Team within the Headquarters, U.S. Army Corps of Engineers (USACE), Civil Works Directorate.
USACE Major Subordinate Commands (MSCs) regions recruited is South Atlantic Division (SAD), Regional Integration Team.
Responsible for integration of MSC program execution and oversight of the Civil Works program and activities with HQ USACE and ASACW.
Manage the integration of planning, programming design and construction operations and maintenance for civil works activities assigned to USACE MSCs.
Participates and provides input for Headquarters USACE Program Review Boards and other executive level activities and coordination associated with the Civil Works missions.
Requires expert knowledge on USACE budget development and appropriation process for overseeing and reviewing civil works projects and agreements.
Develop and review policies, management plans, and guidance assigned to the regional integration teams.
Coordinates and partners with other USACE elements, MSCs and Regional Integration Teams to ensure Civil Works mission aligns across the Command.
Expert skills in briefing high-level officials on topics related to water resource planning and policies and procedures.
Communicate with ASACW, USACE officials, stakeholders and key elements supporting the Civil Works Program.
Provide leadership and direction to a team of multifunctional senior level professional employees providing performance and position management, training and balancing work loads.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must obtain and maintain a Secret clearance

- Time limited reassignments and changes to lower grade may exceed five years, however, return rights may be impacted.
- Position may be converted to permanent without further competition.

- Position may be filled as a time limited promotion, reassignment or change to lower grade not to exceed 13 Months by a current permanent Army employee. Time limited promotions may be extended up to a maximum of five years.

Specialized Experience: One year of specialized experience which includes: 1. Develop policies, management plans, procedures, and guidance for implementation in civil works and regional engineering programs; 2. Justify budgetary process and appropriations for civil works and other water resource projects; 3. Provide technical leadership, staff coordination, and consultation of projects/programs to review, assess, evaluate and analyze organization's performance and operations; and 4. Perform supervisory duties for the personnel management of a multi-interdisciplinary staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14)
