This position serves as an Accountant performing a variety of routine accounting work for the Wewoka Indian Health Center in Wewoka, OK. This position reports to the Chief Operating Officer.
Duties
Performs financial accounting, tracking and monitoring of all prior year balances in addition to current year funds through the posting of allowances and obligations and payments made to the Accounting System to local registers and spreadsheets.
Acts as Service Unit Federal Agency Travel Administrator (FATA), ensuring federal travel policies are followed.
Analyzes and reconciles a variety of financial accounts and transactions in support of an HHS program.
Formulates a variety of financial reports for upper-level management.
Develops procedures to be used in the design or modification of automated accounting systems; providing advice to management of organizations serviced; assisting management in applying financial data and recommending alternatives to resolve difficult operational problems.
Reconciles differences between the general ledger and subsidiary accounts; analyzing financial and statistical data.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Independently perform accounting assignments that adhere to accounting regulations. Reconcile accounts receivable, accounts payable, and other general ledger accounts utilizing an electronic financial management system. Develop and document forecasted expenses and year-end projection reports. Research and resolve accounting discrepancies in reported data. Prepare financial statements for leadership review.
OR
Three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree; OR
One (1) year of Specialized Experience equivalent to at least the GS-09 Grade Level. (Provide Transcripts).
OR
Posses a combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-11 grade level. Note: Combination of Graduate Education and Professional Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. (Provide Transcripts)
