Duties
The primary purpose of this position is: To provide on/off equipment maintenance for the 5th Generation aircraft.Responsible for troubleshooting, inspecting, repairing, modifying and maintaining advanced composite components,internal and external along with accessories of aircraft structures assemblies/sub-assemblies and low observablesystems, sub-systems and applicable aircraft specialized coatings.
DUTY 1: Reads, interprets and understands engineering drawings as well as manufacturing process specifications for coatings/plastics applications on low observable aircraft, parts, and assemblies.
DUTY 2: IAW technical data and standards: Plans and lays out work from engineering data, blueprints, sketches, drawings, specifications, and work orders in the repair, coating or manufacture of aircraft structural components and support equipment.
DUTY 3: Operates, cleans, maintains and accounts for all hand, power tools and equipment to fabricate and repair items. Cleans work area and equipment.
DUTY 4: Performs evaluations and audits of the low observable coatings systems for damage and system integrity. Prepares effective training plans to maximize Reserve training.
DUTY 5: Utilizes safety practices, Federal Environmental Protection Agency (EPA) and AF Environmental Compliance Assessment Management Program (ECAMP) environmental protection practices and procedures and complies with security regulations, directives and policies.

Qualifications
This is a Term Appointment Not-to-Exceed 30 NOV 2026. If you are selected for this position, your appointment may be extended to the maximum period allowed by law without further competition.
This position is obligated to the former incumbent and has return rights to this position under 10 U.S.C. 1586. Upon the employee's return you are subject to being displaced from this obligated position. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4300 Pliable Materials Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of materials, techniques, practices, and procedures related to sheet metal structural and composite structural tasks to support aircraft and support equipment maintenance. Practical knowledge of the principals of low observable technologies/construction features. Ability to input, validate, analyze, interpret and understand signature data.
2. Knowledge of regulations, procedures, and policies related to records maintenance and documentation. Knowledge of federal Environmental Protection Agency (EPA) and AF Environmental Compliance Assessment Management Program (ECAMP) rules, regulations, and instructions relating to hazardous waste generation and personal and environmental protection. Knowledge of work area hygiene, upkeep, cleanliness and foreign object debris prevention sufficient to clean work area and/or job site upon completion of work. Maintains an organized work area and practices good housekeeping. Accomplishes daily cleanup of work area at designated times.
3. Skill in layout and pattern development (including geometric projection and triangulation). Skill in using and maintaining a variety of metal shop tools, equipment, and measuring instruments such as drill presses, punches, metal saws, cabinet blasters, paint guns, and pressure pot paint guns. Skill in assembling, fabricating, and repairing aircraft structural components, and materials.
4. Ability to do the work of structural/plastics fabricator/low observable technician without more than normal supervision. Ability to inspect and evaluate structural damage to sheet metal and composite systems sufficient to plan and accomplish repairs.
5. Skill in interpreting blueprints, program readouts, diagrams, sketches, technical specifications and shop mathematics. Skill in use and maintenance of a variety of specialized surface preparation/coatings application equipment such as powered spray units, sanders, grinders, vacuum, pit depth gauges, and stencil machines.
6. Ability to maintain professional, courteous and cooperative interaction with coworkers, sections, and organizations. Communicate and appropriately document work orally and in writing both manually and through computer based access methods. Works to exacting tolerances, applying unique low observable coatings to specified thickness and surface texture. Precise craftsmanship and attention to detail is critical in repair processes.
OTHER SIGNIFICANT FACTS:
(1) Performs other related duties as assigned.
(2) The incumbent must obtain and maintain a Secret security clearance level designated for the position.
(3) Cleans work area and equipment.
(4) The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY) away from the normal duty station.
(5) The incumbent may be required to work scheduled and unscheduled overtime to meet workload demands. Incumbent will be required to work off-shifts, i.e. first, second, third shifts in support of 24/7 operations.
(6) This is a Testing Designated Position (TDP). The employee is subject to random drug testing. The incumbent is subject to pre-employment drug testing and participation in random drug testing as a condition of employment in accordance with AFT 90-508, Air Force Civilian Drug Demand Reduction Program.
(7) This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities as determined by the supervisor.
(8) Must be able to attain special program access for the specific weapon system program (F-22, B-2, or F-35 if applicable) TAW AFT 16-701, the USAir Force Special Access Programs, for assigned MDS.
(9) Employee will be required to drive a motor vehicle. Must qualify for license/permit to operate required vehicles and aerospace ground equipment on airfield.
(10) Must be able to pass physical examination required to wear respiratory protection equipment.
FUNCTIONAL REQUIREMENTS: Work encompasses extended periods of strenuous physical exertion involving prolonged standing under aircraft handling power tools overhead causing strain related to lack of movement. Strain related to lack of movement working in cramped/awkward positions for extended periods. Reaching, lifting, bending, stooping while using hand and powered tools. Carpel strain caused by vibration/noise from powered tools. Climbing up/down ladders and scaffolds. Frequently handles, lifts and carries objects weighing up to 50 pounds, and occasionally lifts and moves heavier items with assistance.
ENVIRONMENTAL FACTORS:Work is performed both inside and outside. When working outside incumbent is subject to a variety of hot/cold weather conditions requiring equipment to prevent injuries such as frostbite from extreme cold and slips from icy conditions. Subject to injury from noise, toxic/corrosive chemicals, acids, caustics, fumes, sharp objects, bruises, and chemical/temperature burns. Hazards from operational aircraft, moving vehicles and machinery. Often required to work in shop areas without adequate lighting and ventilation. Required to wear vapor proof protective suits and respirators for extended periods of time. Soiling of clothing/skin from dust, oil, grease, fuels, sealants, and paints. Required to wear safety glasses when performing hazardous operations. Required to wear fall protection harnesses when working above four feet.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
