You will serve as a Supervisory Mechanical Engineer in the Naval Facilities Engineering Systems Command Washington (NAVFACENGSYSCOM WNY), Utilities and Energy Management (UEM) Product Line, Technical Branch of NAVAL FAC ENGINEERING CMD WASH.

Duties

You will manage and supervise the technical support and engineering functions required for the Thermal (Steam and Chilled Water) and Natural Gas utility commodities within the Washington Navy Yard Area of Responsibility (AOR). You will plan work to be accomplished, setting and adjusting short term and long-term / seasonal priorities and prepare work schedules for completion of work. You will administer the technical oversight of the performance of the thermal (steam and chilled water) and natural gas commodities. You will plan for and set priorities for sustainment and restoration projects, repair, modifications, and improvements to the utility commodities. You will track and evaluate performance of the utility commodities and production facilities through metrics on safety, reliability, productivity, efficiency, and work force development.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: current registration as a Professional Engineer (PE) in any state, District of Columbia, Puerto Rico or Guam. You must provide a copy of your current registration with your application. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties:1) Provides oversight and technical direction to the steam production supervisors located in the area or responsibility; 2) Plans work to be accomplished, setting and adjusting short term and long-term / seasonal priorities and prepares work schedules for completion of work; 3) Supervises and sets priorities for a technical support staff that analyze, evaluate, and recommend modifications to the full range of services provided to improve reliability, production, and efficiency; 4) Approves utility system record drawings and contract specifications; identification, evaluation, and acceptance of utility engineering studies; coordination with professional engineers representing utility companies or other Navy commands; and 5) Provides oversight and direction in the purchase of fuels and natural gas through DLA Energy and local utility companies and tracks costs and provides projections. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
