This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located in the U.S. Army Corps of Engineers, Omaha District, Oahe Project, Pierre, SD. The Oahe Project is a multi-purpose project providing flood control, recreation, hydropower, water supply, irrigation and wildlife and fisheries benefits to the nation.
Duties
Conducts inspection and analysis of various types of construction to assure that all aspects of the plans, specifications and drawings are being complied with.
Utilizes approved contract drawings and supplemental change orders to determine details of work required by the contractor.
Consults with and advises project engineers and others as to the availability of equipment and facilities to support test projects. Develops and reviews plans, specifications, and estimates for proposed projects.
Utilizes technical design skills operating the computerized design and drafting (CADD) systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent may be required to travel/perform Temporary Duty (TDY) 5% of the time.
- Incumbent must be able to obtain and maintain a state issued driver’s license.

Specialized Experience for GS-07:One year of specialized experience which includes 1) Experience with Construction Management. AND 2) Experience utilizing CADD software. AND 3) Utilize spreadsheet software to input and analyze data to develop charts, tables, reports, and graphs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
Specialized Experience for GS-08: One year of specialized experience which includes 1) Developing detailed drawings from sketches, modifying, and updating existing drawings to show as-built or changed conditions, scanning and converting hard copy drawings to digital format. AND 2) Experience with database software used to catalog and organize drawings, preparing small contract packages to include scopes and cost estimates, and oversight of contract work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
Specialized Experience for GS-09:One year of specialized experience which includes 1) Developing detailed drawings from sketches, modifying, and updating existing drawings to show as- built or changed conditions, scanning and converting hard copy drawings to digital format, experience with database software used to catalog and organize drawings. AND 2) Preparing small contract packages to include scopes and cost estimates, oversight of contract work, performing inspections of contract work, completing contract administration. AND 3) Performing dam safety inspections and instrument readings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
