Incumbent serves as the Housing Specialist for the HCHV Housing and Urban Development - VA Supportive Housing (HUD/VASH) Program under the Social Work Service Line (SWSL). This individual has primary responsibility for coordination of housing resources and outreach to increase and maintain appropriate housing options for Veterans in need of permanent housing using the Housing Choice voucher or other VA/non-VA housing resources.

Duties

MAJOR DUTIES AND RESPONSIBILITIES include but are not limited to: Provides housing lists for Veterans, conducts housing searches and seminars, serves as a primary resource person for Veterans who are homeless or at risk of becoming homeless. Direct housing search includes, but is not limited to; driving Veterans to the Public Housing Authority (PHA) to receive their voucher, providing housing lists to Veterans based on the PHA and providing transportation to or meeting Veterans at the housing units both for viewing and walk through purposes. Expected to establish respectful, effective relationships with Veterans and with the clinical and administrative staff from the HUD/VASH program, the PHA, community partner agencies, leadership in the HUD-VASH program and the SWSL. This will require coordination between the VA program and facility leadership, PHA, executive leadership, independent landlords as well as rental associations, community and government agency executive leadership and/or corporations involved with the development of affordable housing. Provide guidance and training to HUD/VASH and other VA staff on resources that enhance and result in positive housing outcomes for Veterans, in particular those who are homeless or have other barriers to obtaining housing. Works with local staff in developing templates for concise, individualized Veteran centered assessments to determine the needed intensity level of housing stability and support for homeless Veterans. Serves as a liaison to local community providers of housing placement and supportive services for homeless Veterans. Provides housing development, landlord and homeless outreach and direct housing search and other support services for Veterans in the VASH program. This includes but is not limited to: providing permanent development by locating suitable permanent housing in the community, maintaining an inventory of save, available units, communicating with landlords and conducting outreach to prospective landlords and property management groups on behalf of homeless Veterans. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/28/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on education and/or experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: work in housing programs, real estate, property management, community development, or a related field. Education

A Bachelor's degree in a relevant field such as urban planning, public administration, business administration, or a related field is often preferred.
