This position is located with the Bureau of Indian Affairs, Superintendent, Colorado River Agency in Parker, Arizona. Assists in the program facilitation and coordination of the Agency Self-Determination effort between Agency program officials, the tribe, and/or tribal organizations. NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Duties

Responsible for contract administration and ensure agency is in full compliance with 638 process set forth in acceptance, review and recommendations to the Superintendent for approval/disapproval all incoming contract and/or grant applications submitted by the Tribe under P.L. 93-638. Assists Tribe and Bureau of Indian Affairs staff in interpreting and implementing P.L. 93- 638 and assists in implementing the provisions of the Act. Designates by memorandum, Awarding Official's Technical Representative (AOTR) and/or Subordinate AOTR (SAOTR). Prescribes their authorities, duties and responsibilities. Incumbent provides advice to assist tribal government in all phases of planning for program and administrative management development by helping the tribe to evaluate and develop organizational capability to assure program and service delivery. Responsible for file maintenance and disposition for Tribal Ordinances & codes, Tribal Resolutions, Tribal Enrollments and other subject matter relating to the Tribal Operations and functions.

Qualifications

GS-7 Minimum Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the GS-5 grade level in the Federal service. Specialized experience: Work supporting Indian self-determination activities and services in an automated environment requiring interpretation and application of related laws, regulations, policies, methods, and techniques, etc. in an office, business or fiscal setting. Examples of work experience include responsibility for maintaining Agency or organization P.L. 93-638 contract and grant files; explaining options under P.L. 93-638 to BIA, federal government and/or tribal representatives; managing micro purchasing and/or reviewing legal documents to ensure compliance with law, rules and regulation. OR Completed one full year of graduate level education (18 semester hours, 27 quarter hours or equivalent). OR Possess a combination of specialized experience as described and graduate education as described above when combined together meets 100% of the total requirements for the position. OR Graduated with a bachelor's degree which demonstrates the knowledge, skills, and abilities necessary to do the work AND I have documented Superior Academic Achievement (SAA) during my undergraduate studies. I meet the SAA by one of the following three methods: (1) class standing - upper third of the graduating class based on completed courses in the college, university or major subdivision; (2) grade point average - 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on my official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; OR 3.5 or higher out of a possible 4.0 ("B " or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR (3) election to membership in a national scholastic honor society (note: membership in a freshman honor society cannot be used to meet the requirements of this provision). Submit a copy of your transcript and proof of GPA computation, Class standing, or Honor Society membership. GS-9 Minimum Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the GS-7 grade level in the Federal service. Specialized Experience: Work involving implementation and administration of P.L. 93-638 Indian self-determination activities and services in an automated environment, requiring interpretation and application of related laws, regulations, policies, methods, and techniques, etc. in an office, business or fiscal setting. Examples of work experience include responsibility for performing all P.L. 93-638 contract functions from pre-award, contract administration, to contract close-out; advising contractors and the Tribes of necessities for budget revision and/or changes; providing guidance in proposal preparation to tribes and tribal organizations as they apply for funding to operate a program under P.L. 93.638; managing micro purchasing and discussing and presenting information orally and in writing regarding P.L. 93-638 issues. OR Possess a Master's or equivalent graduate degree; OR I have completed 2 full years of progressively higher level graduate education leading to such a degree (36 semester hours, 54 quarter hours or equivalent); OR LL.B or J.D., if related to this position. OR Possess a combination of specialized experience as described in above and more than one year of graduate education as described in when combined together meets 100% of the total requirements for the position. GS-11 Minimum Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the GS-9 grade level in the Federal service. Specialized Experience: Work involving implementation and administration of P.L. 93-638 Indian self-determination activities and services in an automated environment, including monitoring and performing all P.L. 93-638 contract functions, contract proposals, and advising contractors when they are not in compliance with applicable regulations. Examples of specialized experience include establishing a system to monitor plans, quarterly and annual reports; applying Office of Management Budget criteria on financial audit submissions; routing completed work objectives to Awarding Officer Technical Representative reviewing officials; applying the Code of Federal Regulations (CFR), Tribal Ordinances, Bureau of Indian Affairs Regional and Agency memoranda, manuals, federal statutes, laws and codes, OMB circulars; responding to inquiries regarding P.L. 93-638 contracting and programmatic activities. OR Possess a Ph.D. or equivalent doctoral degree; OR I have completed 3 full years of progressively higher level graduate education leading to such a degree (54 semester hours, 81 quarter hours or equivalent); OR LL.M., if related to this position. OR Possess a combination of specialized experience as described above and more than 2 years of graduate education as described when combined together meets 100% of the total requirements for the position. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
