You will serve as a MANAGEMENT ANALYST in the Navy Voluntary Education (VOLED) Department of NETPDC.

Duties

You will evaluate new or established Department of Defense (DoD) and Department of the Navy (DON) directives, instructions, or regulations for potential impact on assigned programs. You will recommend improvements for the effectiveness, productivity, or efficiency in the administration of operating procedures. You will develop written process improvement recommendations to align with an organization's vision, goals, policies, and objectives. You will compile research and statistical findings for use in decision making. You will monitor Tuition Assistance (TA) obligations to confirm TA requests are screened and processed according to established policies and regulations.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-09 LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing, evaluating, or analyzing educational programs and/or issues associated with education (e.g. tuition assistance, counseling, education services, institutional requirements, etc.); 2) Utilizing computer applications (e.g., Microsoft Office products, Teams, Visio, Adobe Acrobat) to conduct research, organize data, conduct routine data analysis; 3) Advises and assists customers on procedures and requirement for education and training programs; and 4) Provides outreach education support that may include travel to a base/installation and/or aboard a ship. GS-07 LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with educational programs and/or issues associated with education (e.g. tuition assistance, counseling, education services, institutional requirements, etc.); 2) Utilizing computer applications (e.g., Microsoft Office products, Visio, Adobe Acrobat) to conduct data analysis and to create products; 3) Receives and directs telephone calls and visitors; 4) Conduct research, analysis of information, and develop reports/briefs on finding; and 5) Develop solutions for discrepancies in program analysis. GS-09 Level
  • Successfully completed a master's or equivalent graduate degree, or
  • Successfully completed two full years of progressively higher level graduate education leading to a master's degree, or
  • Obtained an LL.B. or J.D. that is related to the position being filled

  • Successfully completed 1 full year of graduate level education, or
  • Successfully completed a bachelor's degree with superior academic achievement
