Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Human Resources Management, Occupational Safety and Health Division.

Duties

You will serve as the CBP National Program Manager for Radiation Safety and Radiological Health by being responsible for the development, implementation, and oversight of these programs at CBP worksites throughout the United States and its territories and at foreign seaports staffed by CBP employees. This position starts at a salary of $122,198.00 (GS-14, Step 1) to $158,860.00 (GS-14, Step 10). In this position, you will be performing the below duties: Providing comprehensive management of the CBP Nuclear Regulatory Commission (NRC) byproduct materials license and the Canadian Nuclear Safety Commission materials license, which includes: supervising the issuance of Radioactive Material Use Permits to CBP locations to allow the possession and use of radioactive materials: planning, directing, and maintaining radioactive material inventory procedures; and a personnel radiation dosimeter program monitoring external dose (personnel and environmental monitors). Establishing program goals and sets objectives regarding radiation exposure reduction. Balancing achieving As Low As Reasonably Achievable (ALARA) goals with CBP's operational mission of protecting the American people and facilitating the flow of legitimate trade into the United States of America. The RSO shall be an expert at striking the balance between minimizing radiological dose to CBP personnel and the general public while maximizing the operational time of mission critical Non-Intrusive Inspection (NII) systems utilizing X-Ray or Gamma-Ray emissions. Serving as CBP's Laser Safety Officer (LSO) and Non-Ionizing Radiation Safety Officer (NIRSO). Responsible for maintaining CBP's laser and non-ionizing radiation safety program to include directive updating, equipment inventory, assessments, and providing professional health physics guidance on laser and non-ionizing radiation safety matters. Acting as a focal point for health physics expertise throughout CBP, keeping up to date on advancements in radiation safety guidance and techniques. Working with key stakeholders providing professional health physics guidance and expertise to achieve operational and ALARA goals. Overseeing the accomplishment of radiological, laser, and non-ionizing radiation surveys at CBP ports of entry, Border Patrol stations, Air and Marine facilities, research laboratories, offices, and grounds to determine compliance with Federal, state, and local radiation safety standards; enacting necessary corrective actions and implements changes to reduce or eliminate these hazards.

BASIC REQUIREMENT: A. Degree: Natural science or engineering that includes at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus. OR B. Combination of education and experience -- courses as shown above, including at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus plus appropriate experience or other education; or certification as a health physicist by the American Board of Health Physics, plus appropriate experience and other education that provided an understanding of sciences applicable to health physics comparable to that described above. You qualify for this position if you meet the basic requirement listed above and possess the experience or substitution of education, if applicable, as described below: Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Inspecting, assessing, and overseeing a comprehensive radiation safety program involving the control of hazards from all sources of ionizing and non-ionizing radiation. This includes radiation emitted from machines and devices, radioactive materials, naturally occurring radiation, lasers, and radio frequency radiation; Ensuring compliance with Nuclear Regulatory Commission (NRC) radioactive materials license, Canadian Nuclear Safety Commission (NRC) Regulatory Licenses, and radioactive material or radiation emitting licenses by other countries within which CBP operates; Supervising the issuance of Radioactive Material Use Permits to specific locations which allows the possession and use of radioactive materials; planning, directing, and maintaining radioactive material inventory procedures; and maintaining a personnel radiation dosimetry program monitoring both external and internal exposure; Interpreting radiological conditions, determining causal factors, and implementing solutions to reduce workplace and personnel exposure; Developing curricula and presenting radiation safety training classes to meet the overall needs of a radiation safety education program for employees, visitors, and organizational units.
