This position is located within a National Interagency Support Cache. This position serves as manager of a Type 2 National Interagency Support Cache (NISC) directing and managing activities for procurement, storage, refurbishing, and shipment of equipment and supplies for use in support of natural disasters. Duties

Serves as a manager and performs supervisory duties 20% or less of the time. Anticipates replenishment of stocks and initiates resupply and procurement actions to assure supply levels are capable of meeting supply demands for National Interagency Support Cache (NISC) Type 2 facility responsibilities. Participates in the development and maintenance of the Cache Management Plan and Incident Support policies, guidelines, and standards. Prepares and administers agreements in support of cache operations and assures compliance with applicable federal, state, and local laws and cooperating agency policies and regulations. Coordinate the operational procedures and practices to ensure maximum supply, management, and logistic efficiency and effectiveness. Plans the work to be accomplished, establishes production or quality standards, and identifies developmental and training. Determines the need for and assignment of additional personnel as workload fluctuates, as well as approves emergency hires. Maintains accurate records of work completed, materials used, and costs involved in compliance with established fire cache management and inventory plans. Maintains an inventory system for consumable and durable cache equipment and supplies. Inspects all returned equipment to determine the need for repair and/or replacement. Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Specialized Experience Requirement: Applicants must have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal Service. Specialized experience is defined as three or more of the following: Managing activities for the procurement, storage, refurbishment, and shipment of equipment and supplies in support of fire suppression and emergency activities; and/or Developing and maintaining cache management plans and incident support policies, guidelines, and standards; and/or Preparing cache management and fire loss information reports for all incidents; and/or Coordinating emergency situations and establishing levels of personnel and equipment; and/or Recommending changes and revisions in cache management program. OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
