The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.
Duties
Major Duties and Responsibilities:
Lead and manage a professional staff in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans.
Direct and oversee national intelligence related to the Near East and South Asia areas of responsibility; set collection, analysis, and intelligence operations priorities on behalf of the ODNI.
Determine the state of collection, analysis, or intelligence operations resource gaps; develop and publish a UIS which identifies and formulates strategies to mitigate gaps; advise leadership of gaps, mitigation strategies, progress against the strategies, and assessment of the effectiveness of both the strategies and the closing of the intelligence gaps.
Develop integrated collection strategies in concert with the National Intelligence Collection Officer for Near East and South Asia.
Influence policy development and strategy implementation for the IC on the Near East and South Asia areas of responsibility.
Develop IC-level analytic production strategies in concert with the National Intelligence Council.
Evaluate and determine the state of analysis by assessment of the quality of analysis and ensure competitive and alternative analysis is conducted on high-priority topics.
Identify research and developmental opportunities in order to defend, advocate for, and institute justifications for continued, additional or dedicated funding.
Liaise with community elements to drive greater intelligence integration, perform outreach, and ensure resources and priority attention is given to targets.
Administer NIM Near East/South Asia resource allocations, budget processes and activities, to include the establishment of controls to ensure NIM Near East/South Asia equities remain within budget.
Direct and oversee advocacy initiatives to integrate and optimize contributions from current and planned technical, analytic, and openly available sources.
Lead and manage a professional staff in successfully defining and managing complex programs and projects.
Brief senior United States Government policymakers, IC, and Department of Defense officials, members of Congress, Foreign Partners, and other major stakeholders as necessary on concerning the Near East and South Asia areas of responsibility.
Liaise with ODNI leadership to develop innovative approaches, and provide structured recommendations focused on the advancement of integrated analysis and collection intelligence activities, and broader ODNI goals.
Qualifications
Mandatory Requirements:
Superior analytical and critical thinking skills, including the ability to think strategically and identify needs, requirements, and develop innovative recommendations and solutions for improvement.
Mastery knowledge of the IC's analytic and collection architecture as related to Near East and South Asia, and expertise working on the Near East and South Asia targets across multiple analytic disciplines.
Expert knowledge of IC structures, capabilities, operational mechanisms, and ability to anticipate issues relevant to Near East and South Asia issues.
Superior interpersonal and negotiation skills, and the superior ability to build consensus, work effectively, and independently exert influence to major ODNI stakeholders.
