You will serve as a PROGRAM ANALYST in the Naval Treaty Implementation Program of STRATEGIC SYSTEMS PROGRAMS.

Duties

You will lead the review of actions from OPNAV, HQMC, JCS, OSD and others, primarily relating to arms control implementation and compliance and recommend the appropriate response. You will perform and/or directs necessary draft and final treaty text analysis to support U.S. negotiation positions, policy assessments, implementation planning, and on-site verification activity You will identify DON obligations and rights; and establish impacts on DON facilities, activities, programs, and personnel. You will serve as a DON Treaty Implementation Expert. You will serve as a technical expert for DON treaty verification activities; responsible for all aspects of preparing and maintaining Navy and Marine Corps facilities for receiving inspections and other forms of verification activities. You will keep abreast of and recommending action to support DON compliance and implementation activities You will direct and coordinate field activity and contractor support efforts to meet assigned treaties and other office objectives in a timely and cost effective manner. You will develop and execute methods and procedures to analyze treaties and agreements as they apply to DON acquisition life cycle.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 (GS-13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: working with DON arms control implementation and compliance (ACI&C) methodology, knowledge of NTIP's Compliance Assessment Program and its associated database; NCAP, and synthesizing U.S. ACI&C policy and guidance, and arms control treaty and agreement text to provide expert analysis on DON programs.
