The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Data and Partnership Interoperability.

Duties

The IC CDO requires an experienced officer with entrepreneurial spirit to launch IC Data Sharing and Interoperability-a new group focused on driving engaging and collaborative partnerships across the IC, with industry, foreign liaison, DoD, and others that advance strategic and mission outcomes. As a key member of the senior leadership team, this officer will have the functional responsibility to drive the development of data sharing policies, memoranda, inform data standards for data interoperability through effective engagement with key partners, following the strategic direction as defined n the IC's Data Strategy. This officer will establish and maintain enduring partnerships with private sector entities, ODNI components, IC elements, the DoD, and other U.S. Government organizations. Private sector entities include industry, academia, non-profit organizations, FFRDCs and non-governmental organizations. This officer will lead forum with broad impact to include-but not limited to-serving as the chair of the FVEY Data Interoperability Working Group. This officer will oversee the work of a group of staff and contractors to drive data interoperability, and lead and engage in IC-wide working groups to improve transparency and synchronization of data sharing activities, mechanisms, and methods to promote broad adoption of IC Data Services and enhance mission outcomes. This group will initiate, establish, foster, and effectively participate in unilateral and multilateral intelligence sharing arrangements with joint analytic units and foreign partners. As a member of the IC Chief Data Officer's senior leadership team, and in alignment with the IC Data Strategy, guide the development of IC data sharing policies and engagements that enable data interoperability across the IC, DoD, and with key partners. Develop and lead activities that contribute to the strategic goals and long-term planning efforts of IC CDO, the Policy and Capabilities Directorate, the ODNI and the IC. Engage and influence key stakeholders to support the National Intelligence Strategy, the IC Data Strategy and ODNI Key objectives. Lead the development and implementation of an IC-wide data sharing implementation plan; oversee the build-out and execution of the plan by coordinating mission partners across the IC, DoD, and others as needed. Provide overarching guidance to the group and coordinate all phases of the effort with IC and ODNI senior leadership at key decision points. Represent the IC CDO and office equities at meetings, conferences, and public forums as needed to meet mission objectives. Conduct ongoing collaboration and outreach with stakeholders and partners across the ODNI, IC, Department of Defense, United States Government, as needed, to meet mission objectives. Lead and oversee the formulation, development, production and evaluation of a broad range of policies, processes, and guidance on subject areas, including mission enabling functions and intelligence oversight disciplines, and communicate these policies, processes, and guidelines to community stakeholders. Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development. Provide leadership, guidance, and oversight of staff in order to elicit, analyze, and define customer/stakeholder requirements, support development of investment plans, and ensure development of business cases spanning multiple Intelligence Community organizations in order to meet stakeholder requirements. Oversee and implement the development, application, and communication of policies, guidelines, and procedures that support information sharing with partners (foreign, military, private sector, etc.) and provide a framework for managing the relationships between partners. Engage and facilitate collaborative activities with partners and other government agencies; as requested, represent the organization in interagency working groups, and in doing so, effectively recognize, value, build, and leverage diverse and collaborative networks with these organizations. Lead the planning, development, and oversight of the implementation of interagency activities and programs by coordinating and integrating the competing requirements and priorities of multiple stakeholders to ensure their effective cooperation and collaboration. Lead and oversee the formulation, development, production and evaluation of a broad range of policies, processes, and guidance on subject areas, including mission enabling functions and intelligence oversight disciplines, and communicate these policies, processes, and guidelines to community stakeholders.

Qualifications

Mandatory Requirements: Expert knowledge and extensive experience working with individual partners including foreign, military, federal, state, local, tribal entities, and/or private sector partners. Superior interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment. Desired Requirements: Work or educational background in international relations, military strategy, national or foreign policy, data management or related disciplines strongly desired. Expert knowledge and extensive experience working with individual partners including foreign, military, federal, state, local, tribal entities, and/or private sector partners. Superior ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as demonstrated ability to integrate and build upon diverse opinions in a manner that encourages the development of integrated solutions and way ahead strategies.
