Duties
WHAT IS THE TS - TAXPAYER SERVICES DIVISION?

Vacancies will be filled in the following specialty areas: Taxpayer Services.
The following are the duties of this position at the full working level.
The incumbent assists management in formulating internal labor policies consistent with labor-management laws and regulations and actively participates in meetings on labor relations problems, collective bargaining negotiations, grievance responses, and answers to charges of unfair labor practices or creates, establishes, or prescribes labor-management relations policies.
Performs extensive operational reviews, prepares comprehensive program analyses/evaluations and provides guidelines pertaining to the effectiveness of program operations in meeting established goals and objectives.
Recommends program staffing; develops changes in methods, procedures and techniques to improve baseline measures; and conducts studies of employee/organizational efficiency and productivity and recommends changes in improvements in organization, staffing, work methods procedures.
Plans, coordinates and establishes operating methods and procedures for accomplishment of project mission, and as needed, directs the development and accomplishment of employee training relating to the project.
May act as a senior analyst providing guidance and assistance to lower graded specialists and may also serve as a project manager responsible for accomplishing various analytical studies and/or projects to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-07 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes:
Experience creating strategic plans, preparing employee communications, facilitating employee activities, and collaborating with various stakeholders to support areas of employee engagement, including diversity, inclusion, and equity and providing guidelines pertaining the effectiveness of program operations.
Experience advising on programs and conducting studies of employee/organizational efficiency and productivity.
Experience recommending changes in procedures and techniques to improve employee engagement measures.
OR
EDUCATION: You may substitute education for specialized experience as follows:
One (1) year of graduate level education at an accredited college or university in any related field of study, OR
Superior Academic Achievement (SAA) may be met by having a bachelor's degree, with one of the following:
A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or
a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or
membership in a national honor society recognized by the Association of College Honor Societies. *Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society.

SPECIALIZED EXPERIENCE: GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
Experience preparing comprehensive program analyses and evaluations pertaining to the effectiveness of engagement program operations.
Experience developing changes in methods and conducting studies of employee/organizational efficiency and productivity.
Experience planning, coordinating, and establishing operating methods and procedures for accomplishment of engagement program mission.
Experience providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs.
OR
EDUCATION: You may substitute education for specialized experience as follows:
Master's or equivalent graduate degree in any related field of study. OR
Two full years of progressively higher level graduate education leading to a master's degree in any related field of study
OR LL.B. or J.D., if related.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
Experience preparing evaluations for a segment or phase of a broader project or study.
Experience utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives;
Experience preparing draft reports and other substantive guidelines and materials; recommending changes and/or alternative methods, processes, and techniques to improve program and administrative procedures.
Experience creating strategic plans, preparing employee communications, facilitating employee activities, and collaborating with various stakeholders to support areas of employee engagement, including diversity, inclusion, and equity, and guidelines pertaining to the effectiveness of line program operations and proposing recommendations and conducting studies of employee/organizational efficiency and productivity.
OR
EDUCATION: You may substitute education for specialized experience as follows:
Ph.D. or equivalent doctoral degree in any related field of study at an accredited college or university. OR
Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study OR
LL.M. if related.

SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
Experience utilizing evaluative and analytical methods and techniques to identify and measure accomplishments and progress, revise methods, and develop new approaches to information gathering.
Knowledge of project management techniques to plan, schedule, and conduct complex projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations.
Techniques to prepare analyses and estimates.
Experience with oral and written communication techniques to present findings and negotiate solutions.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
