Duties

As a Program Management Officer you will: Prepare annual budget plans and justifications and manage the approved budget. Lead management and administration for the Office of the Director, including ensuring integration of program operations, financial management, human resource management, contract and interagency agreement review and administration, cooperative agreements and grants management, and procurement. Recommend changes in the allocation and utilization of resources to increase effectiveness and efficiency in achieving established goals and objectives. Assess all new projects to ensure that sound managerial concepts and practices are being applied and that budget estimates are accurate, complete, and within the resources of the organization, with authority to approve, modify, or delay projects as appropriate or necessary. Develop the management policies and program goals and objectives of the organization in coordination with senior management officials. Perform supervisory duties for a small contingent of staff.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the GS-13 grade level, which must include the following experience: 1) directing segments of administrative and financial management operations such as financial management, human resource management, contract administration and procurement, cooperative agreements and grants management; and 2) interpreting, implementing, and evaluating administrative operations and budgetary formation and implementation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.
