Duties
If selected at the GS-12 level, duties will be performed in a developmental capacity.
Provides financial information services and ensuring DLA financial management systems perform optimally to produce accurate, reliable, and timely financial information and reporting (con't)
(con't) in accordance with all federal financial management laws, regulations, and policies.
As a senior accountant works on a business cycle team responsible for developing and designing new financial reporting requirement and approaches to be implemented agency wide.
Validates financial and accounting data and reports for one or more accounting programs, ensuring accuracy and conformation with Generally Accepted Accounting Principles (GAAP), (con't)
(con't) government-wide accounting principles, requirements, and internal controls.
Develops new analytical reports and represent large, complex sets of data through visual representation.
Works with the process team to identify the need for new/revised KPIs and metrics.
Conducts independent analysis and investigation of broad process issues.
Provides data during annual audit reviews and determining valid data requirements to satisfy audits.

Qualifications
To qualify for an Accountant, your resume and supporting documentation must support:
A. Basic Requirement: A Bachelor's Degree or higher in accounting or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. Applicants MUST submit a copy of their college transcripts from an accredited educational institution which reflects that an accounting or equivalent degree was conferred, and the date conferred. Failure to submit your transcripts may result in lost consideration.
OR
A combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Applicants MUST submit a copy of their college transcripts from an accredited educational institution. Failure to submit your transcripts may result in lost consideration. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
GS-12:
Validate financial and accounting data and reports for one or more accounting programs, ensuring accuracy and conformation with Generally Accepted Accounting Principles (GAAP).
Develops and applies new and innovative methods to identify, collect, process, and analyze large volumes of complex data to build and enhance processes and systems.
Experience with both traditional and modern accounting tools (T-accounts, Financial Statement Analysis, Ratio Accounting, etc.) and techniques to provide variance (Trend/Fluctuation) analysis, abnormal balance reviews and develops accounting reconciliations to explain accounting/financial data discrepancies.
GS-13:
Experience in general ledger accounting and the control/subsidiary account relationships and reconciliation techniques.
Developing complementary work products that support financial operations.
Analyzing the effectiveness of process initiatives to improve financial management process such as performance metrics.
Providing complex management advisory and technical services on highly important and substantive issues involving planning, analyzing, or evaluating the effectiveness of these systems.
Applying a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness or complex management processes, projects, and systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
