The position of Health System Specialist (CAC) is located at the Little Shell Health Center, Indian Health Service in Great Falls, Montana. The incumbent reports to the CEO or designee. Duty Location will be located in Great Falls, MT, with telework eligible as determined by the agency policy.

Duties

Primary responsibility will be the implementation and maintenance of the facility's Electronic Health Record (EHR) for outpatient services Sets up EHR files, parameters, menus and clinical references for users; troubleshoots complex program irregularities and determines appropriate action for correction Function as an application manager in the planning, development, setup and implementation of all aspects the Indian Health Service Resource and Patient Management System EHR. Principle resource person to clinical service program managers and other management officials in resolving difficult and highly complex problems, which may be confined to a single service or may extend across organizational services lines Serve as trainer to clinical staff to ensure range of application packages including EHR, Health Summary, Progress notes, etc.

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Individual Occupational Requirements Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. -OR- Specialized Experience(for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: The following shows the amounts of education and/or experience required to qualify for positions covered by this standard. GS-11: 1 year of specialized experience equivalent to at least GS-9 grade level or a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher education leading to such a degree or LL.M., if related. GS-12: 1 year of specialized experience equivalent to at least GS-11 grade level Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-11: Experience implementing, training and providing ongoing support of multi-service clinical software applications used in a hospital and/or clinical facility. GS-12: Develop program goals and operating guidelines, coordinate priorities, provide support and training in clinical software applications, techniques, and approaches pertinent to policies and directives in a hospital and/or clinical facility. Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the GS-11grade level Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
