GAO supports the Congress in meeting its constitutional responsibilities to legislate, appropriate, and oversee the Federal government for the benefit of the American people. GAO, commonly referred to as the investigative arm of Congress, or the congressional watchdog, is independent and nonpartisan. GAO assists Congress in making informed decisions by providing information on policy and program issues, as well as by providing recommendations to make government more effective and responsive.
Duties
Band IIA employees apply mastery of audit and evaluation design and implementation to highly complex tasks, assignments, and projects. Band IIA staff plan and carry out assignments with substantial independence, resolving most conflicts, coordinating with others as needed, and keeping the supervisor or project leader informed of progress and potentially controversial matters. Assignments often require Band IIAs to use initiative in deviating from standard methods and to analyze a variety of unusual problems. Completed assignments affect a wide range of GAO activities or the operations of other agencies. Duties of Band IIA staff involved in engagement execution include, but are not limited to, the following:
Supports engagement execution, including responsibility for engagement stages through design, data collection and analysis, message development, and drafting segments of products that are technically complete and appropriately targeted to the audience;
Supports teamwork, collaboration, coordination, and matrixing by developing productive relationships with internal and external parties;
Leads low-risk engagements where scope, methodology, and client needs are well defined;
Prioritizes the team's work when leading, ensuring quality and value for all segments or products;
Assists Designated Performance Managers in coaching and mentoring staff by giving input for rating performance, recognizing high performance, addressing performance problems, providing feedback, and recommending developmental opportunities when leading engagements; and
Ensures work is done according to professional standards and GAO's core values and policies.
Qualifications
You may qualify at the BAND IIA level, if you fulfill the following qualification requirement:
One year (52 Weeks) of specialized experience equivalent to the NEXT LOWER BAND (PE-1/PT2) or GS-12 grade level in the Federal service or comparable private or public sector conducting research, quantitative and qualitative analysis, or program evaluations.
