The primary purpose of this position is to serve as management analyst in the management, oversight, tracking, status reporting, utilization and documentation of complex aircraft training devices and simulator systems and support equipment, in direct support of trainer maintenance programs and operations.

Duties
Conducts trainer availability, utilization and status reporting. Conducts/participates in organizational and process related aircraft maintenance trainer requirements and process improvement projects/studies.
Participates in studies, conducts trend analysis, and performs other work associated with maintaining maximum utilization and aircraft maintenance trainer readiness for 82 Training Wing (TRW).
Attends meetings and presents briefings. Conducts and participates in discussions, meetings, conferences, or special projects.
Designs, plans, and facilitates Continuous Process Improvement (CPI) events, trainer assessments, management surveys, and research projects, providing advisory services of a wide variety on substantive issues with moderate scope, complexity, and impact, assessing the overall effectiveness of training systems program operations.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of analytical and evaluative methods including a wide range of qualitative and quantitative techniques, to select and apply appropriate project evaluation and measurement techniques, measure compliance and accomplishments, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of training products and services. Knowledge of pertinent laws, regulations, policies and precedent that affect the flight's operations and their support functions. Knowledge of the military command structure, missions, roles, functions, organizational structures, and operation of the Department of Defense (DoD), Air Force, and user commands that govern, interface with, and/or influence the systems acquisition process and integrated life-cycle management of training systems and sustainment activities. Knowledge of oral and written communications sufficient to deliver briefs to management concerning progress, recommendations for changes and requirements for the overseen projects. Knowledge of analysis techniques and methods sufficient to analyze cost benefits, cost projections, budgetary tradeoffs, fiscal strategies, and programmatic factors to produce fully justified options and defend fiscal recommendations for presentation to management. Knowledge of training systems equipment requirements, design, and functionality and ability to apply this knowledge to difficult and unusual utilization, tracking, status and logistics support situations.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of management engineering principles, concepts, methodologies, guidance, and organization principles to direct or perform difficult requirements determination studies or projects, and make informed recommendations and decisions relating to those efforts.
Skill using computer systems to perform data analysis and produce detailed reports applicable to a management engineering studies, data manipulation and extraction techniques; and knowledge to access or locate information through the use of a personal computer and software programs. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to highly technical problems; identifying changes and trends; and preparing, presenting, and defending complex and sometimes controversial advise, briefings and reports.
Knowledge of safety, records management and security regulations, practices, and procedures.
Knowledge of life-cycle systems logistics support; logistics management principles, concepts, policies and regulations; logistics functions; programs and systems; and sustainment and technical requirements (operation, modification and support) for training system equipment.
Skill in staff level planning, organizing, and overseeing critical aspects of development, support of systems, subsystems, or equipment and to develop innovative solutions to meet critical deadlines in a time-constrained environment.
Ability to communicate both orally and in writing, clearly, concisely and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
