The primary purpose of this position is to perform inspections on a variety of complicated structures involving difficult and complex construction; or inspections of a major segment of a difficult and complex project involving sophisticated mechanical, electrical, or hydraulic systems and equipment.

Duties

Performs inspection and surveillance of difficult and complex construction projects. Ensures contractor compliance with approved plans and specification for various construction contracts. Performs duties as a technical consultant to the contracting office and engineering flight. Reviews plans and specifications for accuracy and completeness. Performs duties related to inspection of equipment and materials. Obtains samples from work site and forwards for laboratory testing and analysis when deemed necessary. Gathers information to compile into written inspection reports and performs related duties. Prepares documents, reports, and correspondence and maintains daily logs/ safety reports addressing progress of construction and administration of contract.

• The work requires the employee to drive a motor vehicle. An appropriate valid driver's license is required for the position. The work will require the employee to carry an electronic beeper or cell phone.

• The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
• May be required to serve "on call" and may be required to be available after duty hours when problems arise. The incumbent is subject to call seven days a week, 24 hours a day.
• Employee will be required to support Special Events (i.e. Annual Air Show, Base Exercises) not necessarily performing in their primary skill code.
• Employee will be required to augment the Civil Engineering Snow Removal Team not necessarily performing in their primary skill code. Would be trained on safe snow shoveling and snow removal practice and would receive appropriate safety equipment.
• The following Selective Placement Factor may be specifically requested on a Recruit/Fill RPA to further ensure that only individuals with certain skill concentration- needed to perform a certain specialty- are referred;
• 9(a) Skill in mechanical construction inspection, including HVAC, plumbing, electronic and digital control systems, or;
• 9(b) Skill in electrical construction inspection, including utilities, fire alarms, fire detection and suppression techniques and application. An electrical license is preferred but not required.

Qualifications

QUALIFICATION STANDARD: Use the Group Coverage Qualification Standard for Technical and Medical Support Positions for this series in conjunction with the Individual Occupational Requirements described below. BASIC REQUIREMENT (IOR) Engineering aid or technician or surveying technician performing work directly related to construction. Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements. Supervisor of craftspersons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. SPECIALIZED EXPERIENCE: Applicants must have, or within 120 days have, at least one (1) year of specialized experience at the next lower grade GS-08, (GS-07 for internals only) or equivalent in other pay systems. I have at least one year of specialized experience at the GS-08 grade level (or higher) or equivalent in other pay systems. Examples of qualifying specialized experience include: 1) Engineering aid or technician or surveying technician performing work directly related to construction. 2) Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements. 3) Supervisor of craftsperson's, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. OR EDUCATION: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree that it is directly related to the work of the position which provided me with the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINATION OF EXPERIENCE/EDUCATION: Have less than the full amount of specialized experience as described in A or B above; however, I have completed some graduate-level education as described in C above. Therefore, I believe that I can adequately perform the duties of this position based on my combination of experience and education. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. Internals may have one year at the GS-07 level, to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. If not enough qualified applicants at the GS-8 level the next lower grade considered will be GS-7 (EXTERNAL) Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This definition of specialized experience is typical of work performed at the GS-08 or internal (GS-07) grade/level or equivalent position in the federal service. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of construction inspection practices and procedures involved in the inspection of building materials, workmanship, utilities, and the installation of systems; and the practical methods and techniques of engineering principles relating to complex construction practices and procedures. 2. Knowledge of electrical, mechanical, and structural aspects of major construction projects, including HVAC, plumbing, electronic/digital control systems, fire alarms, fire detection/ suppression techniques and application. 3. Knowledge of inspection and safety practices and procedures in the construction industry. 4. Knowledge of engineering and architectural plans and specifications to read and interpret construction requirements. 5. Knowledge of construction trades, algebra, geometry, and trigonometry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
