This position is located in the International & Refugee Affairs Division (IRAD), Refugee and International Operations office (RIO), District, Refugee Operations field unit. As a Supervisory Refugee Officer (Section Chief), you will provide technical and administrative supervision, to include planning work to be accomplished, adjusting short-term priorities, preparing schedules, developing performance standards, and evaluating work performance of subordinates.

Duties

Serve as a Section Chief within the Refugee Operations field office to oversee safe and efficient delivery of refugee and humanitarian immigration benefits and other services. Supervise and monitor performance of teams of individuals who make adjudication determinations on applications for refugee status, asylum, and related humanitarian immigration benefit applications. Recommend new approaches to resolve operational and policy issues and new projects for their implementation, exercise significant authority in dealing with stakeholders of other units/organizations, and advise upper management on operational issues. Provide technical guidance and instruction in assigned area of responsibility to personnel whose work involves the adjudication of refugee, asylum, and related humanitarian immigration benefit applications. Prepare plans, reports, and analyses of the immigration benefits operation, to include reviewing individual and program performance, and taking action to ensure office resources are used effectively to accomplish the goals and mission of the agency. Liaise with FDNS and external law enforcement and Intelligence Community partners.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 05/22/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 05/22/2024. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Serving as an expert in analyzing the impact of existing or proposed policy or operational changes on refugee, asylum and/or immigration benefits programs Developing refugee, asylum, and/or humanitarian immigration guidance, standards, policies and procedures Coordinating the long-range planning of new refugee, asylum and/or immigration benefits programs Assessing the productivity, effectiveness and efficiency of refugee, asylum and/or immigration program operations Please read the following important information to ensure you submit everything we need to consider your application: It is your responsibility to ensure that you submit your responses and appropriate documentation prior to 05/22/2024. Education

EDUCATIONAL SUBSTITUTION: There is no educational substitution at this grade level.

Training: If you have not already done so, you will be required to attend the residential, paid RAIO Combined Training course and the Division-specific course(s) that relate to this position, at a USCIS training facility. These courses will last approximately seven weeks, and may, in some cases depending on the position, last up to eleven weeks. In addition, if you have not already done so, at the discretion of management, you may also be required to attend the residential, paid BASIC Immigration Officer training program, lasting approximately six weeks, at a USCIS training facility. The trainings must be completed successfully according to the standards of the agency. Failure to do so will be grounds for mandatory removal from the position. Such failure will result in either reassignment to a different position, demotion, or separation by appropriate procedures.
