About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Responsible for the implementation and monitoring of the Toxic Substance Control Act (TSCA) and Pollution Prevention (P2) Program.
Maintains emission source inventories; gathers information and data necessary to demonstrate compliance with air permits and regulations; calculates potential and actual air emissions.
Collaborates in performing compliance inspections of facilities for the Air Program Manager.
Applies an in-depth knowledge of TSCA, asbestos, lead-based paint, mold and mildew, and air quality regulations and regulatory processes to ensure requirements are met.
Prepares/maintains comprehensive Program Plans and Reports--Identifies needs/develops Environmental Program Requirements Reports (EPRs) for new pollution and prevention projects; gives estimates for project costs, cost savings, and cost avoidance.
Reviews lab results to indicate and identify the type of pollutant. Formulates steps to correct environmental hazards
Coordinates with asbestos and LBP abatement projects and supports the installation's Facility Reduction Program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires active DOT Hazardous Waste Manifest Certification, Hazardous Waste Operations and Emergency Response (HAZWOPER) Certification, and Spill Response Certification.
- Obtain an OSHA / OSHA Compliant Asbestos Abatement and for Lead Certification or License within one year of employment by the Virginia Department of Professional and Occupational Regulation as inspector and risk assessor.
- Incumbent must be able to obtain and maintain Contract Officer Representative (COR) certification. Incumbent must successfully complete the annual refresher training in order to maintain COR certification.

Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Specialized Experience: One year of specialized experience equivalent to the GS-11 level in the Federal service which includes: managing an environmental program; knowledge of environmental regulations regarding hazards such as Toxic Substance Control Act (TSCA), asbestos, lead-based paint (LBP), mold and mildew, and air quality; conducting field surveillance and/or monitoring source emissions and ambient air quality; preparing/maintaining comprehensive program plans and reports. The definition of specialized experience is typical of work performed at the next lower grade level position in the federal service (GS-11).
Education
