About the Position: As a Program Manager for the US Army Corps of Engineers' South Atlantic Program Directorate, located in Atlanta, GA these positions works with the Corps five district location offices of the Corps Civil Works Inegration Division, located in Wilmington, NC; Charleston, SC; Savannah, GA; Jacksonville, Fl; and Mobile, AL.

Duties

Provides coordination across the region and across business lines involving the Construction appropriation for the Corps of Engineers. Responsible for Program Management functions in the field of water resources development, control and conservation in several watersheds and coastal areas. Knowledge and skill to serve as a program management authority on all aspects of one or more specialty areas within the Corps of Engineers, and provide expert advice on the interpretation of authorization and appropriation bills. Monitors district planning, design and construction activities for projects, and overall programs to include schedules, cost, and resource requirements. Provides feedback to specific districts dealing with projects of significance for overall Division Program execution. Reviews performance reports from higher headquarters and develops plans to correct program deficiencies. Maintains integration with the Regional Integration Team regarding authorizations, appropriations, and other program issues. Serves as liaison between Head Quarters, Division and districts for coordination and technical evaluation of Project Partnership Agreement documentation for both new and on-going construction projects. Mastery of advanced Corps of Engineers program and project management concepts that enables communication of expert advice and consulting in a highly technical industry who are generally experts and consultants themselves Consolidate and review all data necessary for Command and Senior Leaders to review and assess as preparation for the annual testimony before the Senate and House Appropriation Committees. Works with Assistance Secretary of the Army (Civil Works), Office of Management and Budget and Congressional Committees to ensure any follow-up actions are timely resolved.

Specialized Experience: One year of specialized experience which includes: Experience in civil works environment and having a base knowledge of jurisdiction and control dealing with five subordinate district offices, requiring knowledge and conversant with and apply a variety of engineering, planning, statutory, regulatory, funding, and procedural controls; working with various projects extending over long periods of time and require consideration and coordination of many elements relating to engineering, planning, budgeting, and funding requirements and availability of engineering resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
