This National Guard position is for a MOBILIZATION READINESS OFFICER, Position Description Number D2221000 and is part of the OH G3 Operations and Training, Ohio Army National Guard.
The purpose of this position is to serve as the primary staff officer for the formulation and execution of plans and procedures for unit readiness, mobilization, force structure and force modernization.
Duties
As a MOBILIZATION READINESS OFFICER, GS-0301-12, you will perform the following duties:
Serves as the primary staff officer for the formulation of plans and policies and the programming and budgeting data pertaining to unit readiness, mobilization, deployment, and force integration programs.
Provides oversight of military mobilization and deployment requirements that require interface with various military services and their components. Provides state technical expertise and assistance on program areas to all levels of command at state, NGB, Army Command (ACOM), Army Service Component Command (ASCC), and Direct reporting Unit (DRU). Accomplishes assignments from conception to completion to include detailed program analysis, improvements, and implementation. Oversee the development of standard operating procedures, circulars, pamphlets, letters of instruction, and memorandums of understanding. Interprets federal and state laws, policies, directives, issuances, and manuals.
Formulates mobilization plans and procedures, unit notification and implementation. Accountable for the development of detailed mobilization and deployment plans, instructions, and resourcing requirements for a particular federal or state mission.
Conducts parallel planning with Joint Staff, Headquarters, Department of the Army (HQDA), National Guard Bureau (NGB), US Army Forces Command (FORSCOM), Mobilization stations and other state JFHQs. Analyzes, researches, and supplements current doctrine and policies. Provides guidance and workable solutions to meet changing mission requirements. Reacts to fluid and changing mobilization requirements within a compressed timeline. Oversees the planning, budget, management, and execution of the mobilization exercise program, Soldier readiness processing (SRP), and pre and post mobilization training schedules. Analyzes, interprets, disseminates, and confirms secure and non-secure mobilization planning and execution information.
Initiates, plans, coordinates, and facilitates Readiness Councils (TAG level) and Readiness Improvement Committees (action officer level) at primary and secondary levels within the state Joint Staff in order to analyze and identify problems for implementing short and long term solutions to readiness issues. Reviews and analyzes changing policies and regulations, interprets mobilization/deployment requirements of complex, multiple on-going world-wide contingencies, operations, and various mobilization station procedures. Establishes and integrates the procedures and methods used by the state for pre-mobilization, pre-mobilization assessment teams, mobilization liaison teams, multi-service mobilizations, unit and individual deployments.
Participates within the Organization Inspection Program (OIP) at the state JFHQ to identify indicators that have direct impact on the readiness of a unit and its ability to mobilize and deploy.
Coordinates force structure and force modernization with outside agencies such as selected military components, federal, tribal, state and local government, NGB, HQDA, FORSCOM and numerous others.
Supervises personnel assigned to the Mobilization Readiness Branch. Plans, organizes, and directs activities of employees, ensuring the advice and assistance provided complies with legal and regulatory requirements. Develops goals and objectives that integrate support functions and overall unit program objectives. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Assigns work based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of technical and administrative issues. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Assesses and revises policies and procedures as needed, to improve quality, timeliness, and efficiency of work.

Qualifications
GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
