Do you have experience managing budget and workforce analysis, modeling, and forecasting activities and tools for a scientific organization? The Planning and Forecasting Branch (PFB), Office of Planning, Analytics and Evaluation(OPAE), Office of Management (OM), National Heart, Lung, and Blood Institute (NHLBI) is seeking candidates to lead these efforts. This position provides leadership, direction, and supervision of the Branch's programs and responsibilities.

Duties

Serves as primary focal point for NHLBI’s budget and workforce analysis, modeling, and forecasting activities in alignment with NHLBI’s long-range strategic priorities. Leads and performs budget reporting, analysis, forecasting, and outyear modeling for the entire Institute’s portfolio including Extramural scientific portfolio, Intramural program, and operational components. Leads and performs workforce reporting and analysis including turnover analysis and forecasting, workforce composition reporting, and workload analysis in support of strategic workforce planning and management including personnel review processes. Oversees the preparation and presentation of financial analyses, special trend and projection analyses, historical data, and fiscal models to inform funding and policy decisions and communicate to Institute leadership. Provides expert statistical and actual data analysis to examine the feasibility and impact of implementing specific policies. Serves as the functional product owner for associated analytical and forecasting tools. Leads and performs complex statistical and mathematical analyses of critical, long-term resource requirements for various scenarios, options, and resource levels.

Qualifications

Basic Qualifications In order to qualify for a Supervisory Operations Research Analyst, GS-1515 position: You must have completed a full 4 year course of study in an accredited college or university leading to a bachelor's degree or graduate higher level degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (You must submit a copy of your transcripts for verification.) Additional Qualifications In order to qualify for a Supervisory Operations Research Analyst, GS-1515 position at the GS-14 level, you must have 1 year of specialized experience equivalent to at least the GS-13 level in the Federal Government obtained in either the private or public sector performing the following types of tasks: planning, organizing, and carrying out statistical studies and/or projects for specific project segments; manage data governance for internal data and systems; perform budget reporting, analysis forecasting, workforce reporting and turnover analysis; perform analyses of extramural grants information and financial reports for historical trends, projection analyses, budget tracking, and fiscal models in response to special inquiries from senior Institute management; and conduct reviews and studies to research and analyze a wide range of data.
