This position is open to Bureau of Land Management current permanent employees on a competitive appointment and employees that meet Land Management Authority.
Duties
The Bureau of Land Management (BLM) Oregon/Washington State Office's Division of Resources, Lands, and Minerals is hiring two Management and Program Analysts. One will work for the Branch of Planning, Monitoring and Social Science and the other will work for the Branch of Lands, Minerals and Energy Resources. The incumbents will assist all programs under the two branches that review and process permitting of activities on public lands. Incumbents will provide guidance and assistance on BLM policy, regulations, and coordination with state office program leads and district offices. The incumbents will coordinate the efforts of other subject matter experts in the district offices; collaborate with counterparts in other Federal, Tribal, State, and local agencies; and communicate with BLM Headquarters subject matter experts as needed to complete assigned tasks. Will lead and perform work assignments. Other duties may include but are not limited to, budget, administrative duties, providing training, preparing cultural and paleontological permits, technical assistance and review of National Environmental Policy Act documents, and data entry including MLRS.
Potential duty stations within OR and WA with BLM offices will be negotiated upon selection.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
Minimum Qualification Requirement, GS-09:
Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Analyzing and evaluating the effectiveness and efficiency of program operations and/or administrative support functions to recommend solutions to conventional work problems and issues; (2) Analyzing organizational policies and operating programs to determine the impact of changes on programs; (3) Assisting with the development of new or modified work methods, organizational structures, or management operations and (4) Gathering data to provide feedback, prepare reports, and/or to present briefings.
OR
Education: Have successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree that demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as business or public administration, management or industrial management, or other related fields.
OR
Combination of Education/Experience: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify).
Minimum Qualification Requirement, GS-11:
Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Analyzing and evaluating the effectiveness and efficiency of program operations and/or administrative support functions to recommend improvement solutions to substantive/multifaceted issues; (2) Developing new or modified work methods, organizational structures, and/or management operations; (3) Analyzing organizational policies and operating programs to determine the impact of changes on programs or work operations; (4) Reviewing and analyzing data to determine program effectiveness in attaining goals and/or to develop program measurement criteria; and (5) Gathering data to provide feedback, prepare reports, and/or to present briefings.
OR
Education: Have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree or LL.M., that demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as business or public administration, management or industrial management, or other related fields.
OR
Combination of Education/Experience: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify).
Minimum Qualification Requirement, GS-12:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) modifying work plans and/or approaches to complete project assignments; (2) conducting studies to evaluate ways to improve the efficiency and effectiveness of program operations; (3) modifying policies and methods for management review; (4) analyzing budget projections to assess the validity of program related estimates.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-7 is required to meet the time-in-grade requirements for the GS-9 level; and One year at the GS-9 is required to meet the time-in-grade requirements for the GS-11 level, and One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
