Duties

WHAT IS THE CRIMINAL INVESTIGATION (CI)DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Cyber & Forensic Services, Digital Forensics The following are the duties of this position at the full working level. Develops, administers, operates, manages, and maintains QA programs in the laboratory. Manages specialized and fundamental quality assurance programs such as proficiency testing, analytical quality control and quality audits. Assures all aspects of the laboratory QA, quality control, and proficiency testing are sound and within the laboratory quality assurance program guidelines. Coordinates and manages laboratory activities in support of the laboratory QA programs. Ensures QA programs are properly designed and implemented in a manner that is responsive to the laboratory mission to achieve and maintain American Society for Crime Lab Directors (ASCLD)/LAB-International (ISO) accreditation. Plans and directs training, audit and consultative activities for evaluation of QA, quality control and proficiency testing systems within the laboratory. Administers approved proficiency tests, evaluates test results and maintains proficiency test records. Incumbent provides QA guidance and maintenance support to all laboratory staff. Incumbent advises management regarding the development, implementation, and maintenance of the quality system. Through audit and testing procedures, assesses the laboratory's quality and proficiency needs and advises laboratory management in the development, implementation, and supervision of these related programs.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: INDIVIDUAL OCCUPATIONAL REQUIREMENTS: Education: Undergraduate and Graduate Education with a major study in one of the following quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include: Reviewing production activities and capabilities in light of contract quality requirements. Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. Identifying inadequacies and requesting corrective action. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. Investigating customer complaints and deficiency reports and providing identification of causes to appropriate authorities. Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals. Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections. SPECIALIZED EXPERIENCE FOR GS-13: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples of experience include reviewing production activities and capabilities in light of contract quality requirements. Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
