About the Position: Serves as the District Information Technology Chief (ITC) and principal advisor with the responsibility for participating fully with the U.S. Army Corps of Engineers (CEIT/G-6) Division ITC, Regional Mgmt Dir. Chief (RMD Chief), CEIT Deputy Director, Deputy Chief Information Officer (CIO/G-6). A Secret or Top Secret Clearance may be required depending on the needs of the position.
Duties
Serves as the District Information Technology Chief, directing and managing all aspects of the IM/IT program for the District/Lab/Center/Service Area, having high level military and civilian leaders.
Responsible for keeping the Commander/Director informed of the state of IM/IT by leading organizational inspection programs to ensure subordinate functions are being administered in an effective manner.
Develop supplemental technical and procedural documents, required for effective guidance and control of USACE information systems, networks, and programs supporting the command.
Coordinate the command's IT cyber readiness posture, overseeing related cyber security/information assurance requirements, policy and strategy.
Prepare and manage IT investment portfolios; and, for allocating the materiel resources necessary to support program or policy implementation within the AOR.
Provide CIO delegated review and approval authority for acquisition packages requiring procurement of IT products or services.
Works with command leadership to gather and shape IT requirements that are mission focused and enhance the productivity of the command. networks, and programs supporting the command.
Manages assigned information systems, networks, and facilities.

Requirements

- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634,Subpart 1 USOGE, 6/08).
- A Secret or Top-Secret Clearance may be required depending on the needs of the position.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for SUPERVISORY IT SPECIALIST (PLCYPLN)- to recruit and appoint qualified candidates to positions in the competitive service.

One year of specialized experience which includes:1) conducting studies to determine information management/ information technology (IM/IT) requirements for computer software and hardware design; AND 2) developing new or modified IT system plans and policies; AND 3) conduct testing to identify and remedy issues in program development; AND 4) presenting technical reports or briefings for IT software/hardware design.
All experience areas shall additionally demonstrate each of the following competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication, and 4) Problem Solving.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
