Duties
Performs overseas realty functions in the Middle East and Africa in support of Transatlantic Division (TAD) and Central Command (CENTCOM).
Primarily responsible for the acquisition, management, and termination of all leased land and buildings in Saudi Arabia, Kuwait, United Arab Emirates, as well as other countries in the Middle East and Africa to support the organizations missions.
Deals directly with TAD, United States DoD military commands, U.S. Embassy officials, representatives of foreign nation governments and military and foreign nation property owners.
Responsible for the acquisition of lands and buildings by lease in support of the military requirements for the U.S. Department of Defense in the Middle East and Africa.
Coordinates with customers to validate real estate requirements and funding requirements. Keeps customers informed of project/action status. Negotiates leases at fair market value, ensuring that all conditions and terms are included.
Acts in the absence of supervisor and ensures organization’s strategic plans, mission, vision and values are communicated and integrated into the team’s strategies, goals, objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- TDY may be required up to 25% of the time.
- Must be able to obtain and maintain a Secret security clearance.
- Work hours may include weekends, holidays, and night duty.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulations, dated 17-Nov-2011.
- A one-year trial/probationary period may be required.

Specialized Experience: One year of specialized experience which includes negotiating foreign area property leases for military end users, determining the most economical and suitable sites for lease via market surveys, preparing documentation for mutually acceptable lease contracts between lessor and agency, and determining necessary property restoration needs for termination of lease agreements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
