The incumbent serves as Budget Analyst in Fiscal Service for the James H. Quillen VAMC. The Budget Analyst determines requirements and establishes priorities; provides guidance to managers and supervisors concerning formulation, planning, and execution of the healthcare system's operating budget, including all phases of program planning and analysis.

Duties

The Budget Analyst provides advice and guidance to management officials on all budgetary matters. Develops and implements policies and procedures, advises management on the proper use of funds, ensures managers maintain adequate funding levels and controls throughout the year, provides reports and budget updates, etc. Implements procedures and controls to minimize probability of the occurrence of an Anti-deficiency violation. Develops and coordinates the planning, formulation, and execution of the budget. Conducts long range budget planning, provides projections based on variable factors, evaluates how budgetary changes impact program goals and operations, and provides recommendation on budget allocation and resulting changes in program operations. Monitors and tracks obligations/expenditures through continuing dialog with officials and staff, review of written documents and examinations of records. Prepares budgetary information and data summaries on a wide variety of forms and documents for inclusion in routine and special reports. Drafts and implements policies and procedures for managing budgetary and fiscal operations and plans. Determines necessity for establishment of new systems, methods or techniques for adhering to provisions. Reviews and analyzes requests by service chiefs for reprogramming and fund adjustments, and recommends approval and disapproval. Formulates the operating program budget and manages and monitors fund distribution for operation of the medical center. Prepares quantitative and analytical data required during the formulation, execution and review processes. Conducts reviews, analyses, and evaluation of the use of funds for budgetary planning and day to day fund management. Performs major reprogramming several times annually and minor reprogramming on a frequent basis. Performs quantitative and qualitative analyses, interpretation and evaluation of the feasibility and effectiveness of projected and current programs in achieving objectives. Applies statistical formulas, techniques and methods for the gathering and interpretation of quantitative information. Provides staff with statistical data required for planning, policy and operating decisions. Makes authoritative recommendations to senior budget analyst and fiscal officer to insure the observation of sound budgetary principles. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. In addition to the Time-in-Grade requirement, applicants must have the specialized experience as described below: You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: Analysis and resolution of a range of budgetary problems, such as the development of alternative methods of funding; Formulation of budget estimates for programs in which objectives, work processes, staffing needs and funding requirements have changed to the extent that substantial re-budgeting is required each year; Development and administration of budget execution plans for reimbursable funded activities subject to fluctuating revenues and changing demands for services which necessitate reprogramming throughout the year; Skill in identification, analysis and conceptualization of budgetary problems and development of alternative solutions involving the resolution of conflicting goals and objectives (such as increasing workload coupled with decreasing availability of funds for salaries, supplies and equipment). OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: a Ph.D or equivalent Doctoral degree three (3) full academic years of progressively higher level graduate education leading to such a degree, or a LL.M., if related OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. but less than three (3) as described in B. I have computed the percentage of these requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the second year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. You will be rated on the following Competencies for this position: Budget AdministrationCommunicationFinancial AnalysisFinancial Systems Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is sedentary. Most tasks are performed while seated at a desk or table, although occasional walking and standing are required in visiting other offices, or in going to and from meetings and conferences.
