The primary purpose of this position is to serve as Assistant Chief for Training responsible for developing and managing a comprehensive training program of a sufficient magnitude for all functional areas of the Cannon Air Force Base Fire Protection Flight.

Duties

As the Assistant Chief of Training, plans, develops, implements, reviews, and evaluates the comprehensive fire prevention training, safety, and hazardous material handling programs at the installation. Prepares monthly, quarterly, semiannual, and annual training schedules for approval. Conducts recurring proficiency training in each functional area of fire protection. This position will support the Federal Government's response to efforts to COVID-19.

  • This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug-testing program.
  • As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing.
  • The selectee must sign statements acknowledging the position is identified as a TDP.
  • This position may be designated as a key position IAW 36-507.
  • Duties of this position may be locally determined to be essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • Must be able to obtain and maintain a Secret security clearance.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the individual Occupational Requirements IOR for the GS Fire Protections and Prevention Series 0081. SPECIALIZED EXPERIENCE: CURRENT or PRIOR FEDERAL EMPLOYEES: Applicants must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which demonstrates the particular knowledge, skills and abilities to successfully perform the duties of the positions: (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and (6) developing, implementing, or providing instruction in fire protection and prevention. EXTERNAL APPLICANTS: Applicants must have one year of specialized experience equivalent to the GS-10 grade level in the Federal service which demonstrates the particular knowledge, skills and abilities to successfully perform the duties of the positions: (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and (6) developing, implementing, or providing instruction in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required for Current and Prior Federal Employees to meet the time-in-grade requirements for the GS-11 level. One year at the GS-10 level is required for External Employees to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the principles, concepts, methodology, and recognized standards covering fire protection and prevention techniques and procedures; agency and installation manuals, rules, and regulations; and federal, state, and local fire protection/prevention ordinances and building codes. Knowledge of the theory of fire propagation and progression and the application of accepted techniques and principles to reduce or eliminate hazards in a specialized environment with a high fire expectancy and potential for severity. Knowledge of the principles, practices, and techniques of fire protection and prevention proficiency training. Ability to prepare and present appropriate fire protection/prevention material for training purposes. Ability to plan, organize, and direct functions and to mentor, motivate, and appraise the staff of an organization. Ability to communicate effectively, both orally and in writing. Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level.
