The primary purpose of this position is to serve as the military Human Resources Specialist and action officer at a Combatant Command (CCMD).
Duties
Provides strategic and technical authoritative guidance, advice, and policy interpretation, as well as seasoned consultative advice on military strength management.
Oversees military promotion, reductions, and separation programs for all services.
Administers policy and provides program management to ensure all USSPACECOM Human Resource (HR) Systems meet the Command's mission areas requirements.
Oversees sponsorship program for all inbound military services to include their family members. Researches, develops, and sets USSPACECOM sponsor duties that enables sponsor to effectively support the inbound personnel.
Develops a variety of correspondence and documentation (e.g., formal letters, reports, staff studies, responses to Congressional inquiries, staff summary packages, briefings, charts, and bullet background papers).

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include must providing expert management advisory service in a wide range of civilian human resources management areas. Ability to analyze, research, develop and recommend new and innovative corporate policies, practices, and processes for the management of civilian personnel policy and programs.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Thorough knowledge of advanced Human Resources Management (HRM) principles, concepts, regulations, and practices, analytical methods, techniques, and seasoned consultative skill sufficient to resolve complex HRM problems not susceptible to treatment by standard methods.
Thorough knowledge of military personnel management programs, concepts, rules, procedures, precedents and regulations, sufficient to solve a wide range of complex interrelated human resources management problems and issues for Navy, Air Force, Marine, and Army personnel systems.
Comprehensive knowledge of military command structures, missions, objectives, operating programs, key positions, and administrative, protocol, policies and procedures.
Advanced skill sufficient to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships with diverse groups and executive-level command management.
Advanced skill in qualitative and quantitative evaluation methods for the assessment and improvement of critical command HR plans and programs.
Ability to gather, assemble, and analyze a wide variety of data and provide recommendations for improving HR programs.
Ability to develop and implement innovative approaches to resolve unusual/difficult issues significantly impacting human resources policies or programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
