Duties

If selected for this position, you will join a well-respected team that is responsible for planning, implementing, and administering the full spectrum of budget and financial management operations for the Northern District of Indiana.Typical work assignments will include: Developing and maintaining a comprehensive financial management program that involves both short and long-range programmatic plans and the annual budget. Preparing annual administrative budgets and budget estimates. Advising management on the planning and development of budget requirements. Ensuring obligations, expenditures, and unobligated orders and available balances are valid and supported. Manages the certifications of obligations for the district Serves as certifying officer for the payment of goods and services. Provides technical guidance, advice, and assistance to Administrative Officer and U.S. Attorney in the identification of future resource requirements, and in the planning and development of future budget requirements. Must be proficient in Excel Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation

Qualifications

GS-11 To be eligible at the GS-11 level you must meet at least one of the following conditions below. Specialized Experience One full year of specialized experience equivalent to at least the GS-09 grade level. Specialized experience is defined as performing budget or financial management work which demonstrates an intensive knowledge of budget and finance policies, principles, and practices sufficient to manage the budget process. Examples of specialized experience include formulating and executing the budget; overseeing financial management operations; conducting audits, tracking funds, and developing statistical reports. OR Education One of the following types of education in a closely related field (e.g., Accounting, Financial Management, Public Administration, Business Administration): a Ph.D. or equivalent doctorate degree; OR 3 full years of progressively higher level graduate education leading to such a degree. Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years. GS-12 To be eligible at the GS-12 level you must meet the following conditions below. Specialized Experience One full year of specialized experience equivalent to the GS-11 grade level. Specialized experience is defined as experience overseeing financial management operations, preparing estimates, budgets and operating plans, conducting financial audits, providing advice and guidance on budget and financial activities, tracking funds, and developing financial and budgetary reports. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
