About the Position: This is a permanent position with Headquarters, US Army Corps of Engineers (HQUSACE), Directorate of Civil Works. Mission: The Civil Works programs include water resource development activities including flood risk management, navigation, recreation, and infrastructure and environmental stewardship. Our mission also includes emergency response.

Duties

Serves as senior staff advisor, consultant, and technical expert in the formulation, implementation, and evaluation of policies related to the execution of design, solicitation, and construction as performed by U.S. Army Corps of Engineers (USACE). Serves as a senior design or construction engineer with responsibilities associated with the Department of Veteran Affairs (DVA) Project Management Office (PMO). Incumbent will be responsible for the development of Corps-wide engineering and construction policies, standards and criteria for delivery of DVA projects. Serves as the representative of USACE at meetings with local, state, and DVA representatives; congressional hearings; and on evaluations as a USACE technical expert in matters related to the delivery of DVA projects. Develops processes for management of virtual cadre members across the Enterprise to ensure consistent quality and sharing of lessons learned. Makes recommendations to senior leaders in response to MSC/District project assessment and acceptance activities in accordance with Engineering and Construction (ECB) 2016-17, Department of Veterans Affairs and other policy guidance. In addition to DVA management, incumbent will integrate MEGA Project requirements, design, construction and coordinate of reporting issues through senior leadership. Assists in the coordination with Headquarters Office of Counsel and Directorate Contracting Office to establish consistent acquisition strategies.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: applying professional knowledge of advanced engineering or architectural theories, principles, practices, concepts, standards, design development techniques, design including sustainable and construction criteria; overseeing facilities construction/engineering projects as it relates to variety of medical facility construction needs such as construction, alteration and repair of medical facilities to include hospitals, clinics, treatment facilities, etc.; developing policies to solve complex planning, design, engineering, and construction problems; evaluating effectiveness of design, acquisition, construction or facility management projects and policies used to support the organization's objectives; and providing advice, guidance, recommendations to senior officials from other Federal agencies, Members of Congress and their staffs, public entities and various audiences internally and externally to defend and support the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
