About the Position: This position is located in the Officer and Enlisted Personnel Management directorate, Deputy Assistant Secretary of Defense for Military Personnel Policy (DASD (MPP)), Office of Assistant Secretary of Defense for Manpower and Reserve Affairs (ASD (M&RA)), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)).

Duties

Develop education policies and strategies supporting implementation and administration of Voluntary Education policy. Oversee the administration of all Voluntary Education Programs to include adult, non-traditional, voluntary, continuing and higher education programs, certification and licensure, job skills training, and apprenticeship programs. Review assigned education and credentialing programs for potential efficiencies based on joint service initiatives and/or federal partnership opportunities. Establish, develop and maintain liaison with education, training, and industry leaders and influencers at state, regional and national levels as well as with top officials of the professional education associations and non-federal leaders. Deal with significant and complex education and credentialing issues to respond to the needs of Service members by increasing connections with stakeholders both on and off military installations in support of Voluntary Education Programs. Incorporate trends analysis of Voluntary Education Program requirements into policy recommendations. Deliver presentations and provide training to military and civilian audiences on Voluntary Education Programs and services available for Service members. Lead employees in the performance of work objectives set by the supervisor; assure team efforts are accurate, complete, and supportive of work mission.

Basic Requirement for Education Services Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the following areas, with at least one course from (1) or (2). (1)Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests; (2) Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities; (3) Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs; (4) Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs; (5) Teaching methods: Study of teaching strategies and learning styles of the adult learner; (6) Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation; (7) Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems; OR (8) Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes interpreting adult education policy and regulations, reviewing education and/or credentialing programs for potential efficiencies, developing education policies to advance voluntary education programs, advising on the development, revision and/or enhancements of policy that governs voluntary education programs, and leading teams to accomplish objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Educational Service ProgramsManaging Human ResourcesProgram ManagementRelationship Building and Sustainment A writing sample may be required by management within the interview process. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
