Facilities Engineers provide professional engineering services in support of the design, acquisition, construction, operation, and lifecycle maintenance of facilities. They manage and coordinate major facility improvements, renovations, and the construction of new facilities. They also participate in all facets of facilities lifecycle management. They advise leadership on all aspects of facility

Duties

Project manager for space and interiors construction projects supporting NGA Washington. Plans, coordinates and manages multi-discipline engineering projects form inception to completion. As the first point of contact for customer requests for projects, coordinates and defines requirements with Directorate Space Managers (DSMs); coordinates project site feasibility and consistency with Strategic Space Plan, and test-fits with Space & Interiors Strategic Space Managers; coordinates and develops the scope of work and technical requirements with the Installation Operations Office's Engineering team and Base Operating Support (BOS) Project Management Team, Office of Security, CIOT for IT connectivity issues; develops an Independent Government Cost Estimate broken out by appropriation; ensures compliance with statutory funding thresholds, ensures project funds are secured with the directorate portfolio manager and directorate financial management teams; ensures all project approvals, electronic workflows, and project documentation are maintained in Archibus, the system of record, ensuring project files are complete and auditable. Facilitate project or support agreement/lease approval by the NGA Infrastructure and Space Board (NISB), as required, complete scope, impact statement, funding estimate, space planning justification, concept of design, and cost estimates. Upon receipt of approval from the NISB, execute work in coordination with Directorate Space Manager, BOSE team, and CIOT, communicating a project management plan, proposed schedules, funding documents, and corporate communications plans as necessary. Facilitate the acceptance and commissioning of the completed task, and ensure completion of punch list, as-built drawings and Operations & Maintenance manuals turnover to the site manager. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement: 1. Demonstrated experience as a Subject Matter Expert (SME) in Engineering or Architecture.2. Demonstrated experience independently managing projects from inception to completion including during design and construction phases.3. Demonstrated experience writing Independent Cost Estimates (ICE), and Statements of Work (SOW).4. Demonstrated the ability to negotiate and provide technical analysis on proposals.EDUCATION REQUIREMENT: A. Education: Degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of Engineering with at least one program accredited by ABET; or (2) include Differential and Integral Calculus and courses (more advanced than first-year Physics and Chemistry) in five of the following seven areas of Engineering Science or Physics: (a) Statics, Dynamics; (b) Strength of Materials (stress-strain relationships); (c) Fluid Mechanics, Hydraulics; (d) Thermodynamics; (e) Electrical Fields and Circuits; (f) Nature and Properties of Materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental Engineering Science or Physics, such as Optics, Heat Transfer, Soil Mechanics, or Electronics. -OR- B. Combination of Education and Experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional Registration or Licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related Curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experiencPHYSICAL REQUIREMENT: Moderate lifting, 15-44 pounds; Climbing, use of legs and arms; Far visual acuity of 20/40 or better binocular with or without corrective lenses; Hearing (aid permitted); Near visual acuity of 20/40 or better with or without corrective lensesENVIRONMENTAL REQUIREMENT: Working outside and inside; Working around excessive noise, intermittent; Exposure to dust; Exposure to mold; Exposure to silica, asbestos, etc; Exposure to fumes, smoke, or gases; Working around solvents (degreasing agents); Working around grease and oils; Working around electrical energy; Working around slippery or uneven walking surfaces; Working around machinery with moving parts; Working around moving objects or vehicles; Working at heightsDESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Skilled with Autocad, Revit or similar design software.4. Knowledge of the United Facilities Criteria (UFC). 5. Experience of DOD and IC Design and Construction. 6. Experience developing creative and technically sound solutions to problems not remedied by standard and pre-defined processes.
