Duties
NIST's Physical Measurement Laboratory (PML) sets the definitive U.S. standards for nearly every kind of measurement employed in commerce and research, sometimes across more than 20 orders of magnitude. This position is in PML's Quantum Physics Division, which is the NIST part of JILA - a joint research and training institute with NIST and the University of Colorado Boulder.
If hired as an Administrative Specialist for the Quantum Physics Division, you will:
Plan, coordinate, and execute duties collaborating between NIST and CU-JILA for the division, including developing and integrating policies & procedures between NIST & the university to ensure both organizations are compliant with established MOUs.
Serve as an HR liaison and assist the division in developing and implementing HR strategies to meet programmatic goals and objectives.
Contribute to the preparation and review of necessary documentation to request personnel actions such as position descriptions, job analyses, and incentive justifications.
Manage the outside awards process, including collecting & evaluating data to produce grant reports, and writing reports about publication data for the Employee Review Board.
Interpret & analyze admin guidance on a wide variety of topics including travel, relocation, data retention, Controlled Unclassified Information, and the Assistance In Kind process to ensure compliance with federal regulations.
Provide guidance, analytical oversight, and recommendations to managers on program objectives, priorities, and deadlines, and on a wide variety of topics such as those described above.
Develop presentations, briefings, & memos on varied program matters for the division chief.
Serve as liaison between university and NIST senior leadership, other agencies, & reps outside NIST.

Qualifications
To qualify for the ZA-II, applicants must have:
One year (52 weeks) of specialized experience equivalent to the GS-7 level (ZA-I at NIST). Specialized experience is defined as:
Experience ensuring administrative activities comply with established policies and procedures
Experience communicating assignments to a team to ensure workload is in accordance with program priorities
Experience preparing reports on completed projects to present to management
Experience maintaining program materials, project files, and/or relevant documents to ensure documents are up to date
OR
Master's or equivalent degree.
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related
OR
A combination of education and experience.
