The primary pupose of this position, Contract Specialist, GS-1102-12, is to provide business advice and to perform all preaward and postaward functions for a wide variety of complex and/or specialized acquisitions, using a wide range of contracting methods and types; and to procure commodities and/or services for complex and/or diversified programs.

Duties

-Part of an Integrated Acquisition Team for a large multi-mission installation, or for development or sustainment of a major system or smaller multiple systems within a Center System Program Office (SPO), Direct Reporting Unit (DRU), Field Operating Agency (FOA), specialized unit, etc., plans the overall approach to meet contracting program objectives for a variety of requirements with multiple complexities. -Procure complex and/or diversified services, commodities, and/or construction. -Execute post-award contract performance management actions on assigned contracts. -Serve as a business advisor to a wide range of customers.

Qualifications

In order to qualify, you must meet DoD Qualification Standard for GS-1102 Contracting Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: YOU MUST SUBMIT A COPY OF TRANSCRIPTS WITH YOUR APPLICATION NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement. AND SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade GS-11, or equivalent in other pay system. Specialized experience is described as (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of a wide range of Federal contracting laws, regulations, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex contracts for unique services, commodities, and/or construction. 2. Knowledge of the business environment (e.g., economic trends, awareness of commercial/business practices, standards, mergers, and acquisitions, etc.) in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact-finding/market research. 3. Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems. 4. Knowledge of contract negotiation, administration, and termination of principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and estimated rates to determine price reasonableness or to determine a negotiation position. 5. Ability to identify problems, determine accuracy and relevance of information, use sound judgement to generate and evaluate alternatives, and make recommendations; makes sound, well-informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to ensure that legally binding contracting office decisions are consistent, justifiable, and will upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals. Additional Information: The employee must meet the Defense Acquisition Workforce Improvement Acq (DAWAI) requirements applicable to the duties of the position. The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8. Physical Demands: Work is primarily sedentary, although there is some walking required at the contractor's facilities and work sites. No special physical demands are required to perform the work. Work Environment: The employee is subject to moderate risks or discomforts on a regular and recurring basis, which require special safety precautions. These situations arise when the employee is required to visit plants or construction sites where machines, earth moving equipment, chemicals, or other construction equipment are in operation. Employee is required to use appropriate protective equipment such as hardhats, goggles, boots, and similar clothing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
