THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION USING THE ACCELERATED HIRING AUTHORITY. This National Guard position is for a CONTRACT SPECIALIST (TITLE 5), Position Description Number T0050000 and is part of the HI USPFO, National Guard. LOCATION: United States Property and Fiscal Office, Hawaii Army National Guard, Kapolei, Hawaii

Duties

SUMMARY OF DUTIES: The primary purpose of this position is to perform developmental assignments which are designed to provide the incumbent, who is serving in a trainee capacity, in the application of common contracting methods and contract types, and to assist in the procurement of standard or specialized service; supply; and/or construction items, services, and/or materials primarily through formal advertising, or through limited use of negotiation techniques. Non-competitive promotion to the next higher grade level is dependent upon 1) satisfactory completion of the training requirements, 2) demonstrated ability to perform the duties at the next higher grade level, 3) fulfillment of all Office Personnel Management (OPM) legal and regulatory requirements for promotion, and 4) recommendation for promotion by the supervisor. Follows established procedures to procure off-the-shelf materials, which are available from numerous commercial sources, and are easily identified by common names for which standard pricelists are available. Prepares Request for Quotation (RFQ), Invitation for Bid (IFB) or Request for Proposal (RFP)ensuring that technical descriptions and appropriate provisions and clauses are included. Assists in monitoring contract performance, contract closeout, and if needed, contract termination. Provides advice and assistance to others relating to contracting work and prepares correspondence. Qualifications

GENERAL EXPERIENCE: Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management. SPECIALIZED EXPERIENCE: Must have one year of experience in positions collecting and analyzing data. Experience assisting in business management, financial management, project management, risk management, or supply chain management. CONDITIONS OF EMPLOYMENT & NOTES: May be required to travel by military or commercial aircraft in the performance of TDY assignments. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA)requirements applicable to the duties of the position. Contracting certification must be met IAW DoDI 5000.66 The incumbent must meet the continuing acquisition education, training and experience requirements IAW DoDI 5000.66 In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually. The incumbent must obtain and maintain a secret security clearance. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14calendar days per year unless otherwise approved in advance by the TAG.

Education

MANDATORY POSITIVE EDUCATION REQUIREMENTS:Minimum education requirement a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.

Note: The minimum education requirements listed above applies to individuals who initially accessed, promoted, reassigned, changed-to-lower grade or detailed in the NG Title 5 or Title 32 Excepted Service Contracting Program, Occupational Series GS-1102, as of the effective date of this qualification standard.

NOTES TO CANDIDATES:
a. Qualified candidates in the second through sixth categories will be referred in order if there are no qualified applicants in the first through fifth categories.

b. Security requirements. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons:
  • Dismissal from employment for delinquency or misconduct;
  • Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct;
  • Intentional false statement or deception or fraud in examination or appointment;
  • Habitual use of intoxicating beverages to excess;
  • Reasonable doubt as to the loyalty of the person involved to the Government of the United States;
  • Any legal or other disqualification which makes the individual unfit for service;
  • Lack of United States Citizenship.
c. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken.

d. Medical/physical requirements IAW DoDI 6055.05-M, paragraph C1.3.3.1, all Federal Wage System (FWS) and identified General Schedule (GS) selectees, prior to appointment, will meet any medical standards or physical requirements designated for the position.

e. Final selection will be based upon qualifications, suitability, and available manpower resources.

f. This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee's Form I-9 to confirm work authorization.

g. j. This temporary limited appointment may be converted to a non-temporary appointment without further competition.

l. This type of appointment is expected to extend beyond one year, not to exceed 4 years. Separation will be preceded by a 30-day notice when services are no longer needed. Permanent technicians will remain on permanent status if selected.

m. Selectee informed in advance of the reasons for and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be effected at any time without adverse action procedures.

n. Temporary promotion may be extended for an additional two years, not-to-exceed four year, with National Guard Bureau approval.

o. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition.
