About the Position: Serve as an Interdisciplinary (Aquatic Ecosystem Restoration) Regional Technical Specialist with the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division. This is a competitive upgrade to an encumbered position, no vacancy exists. Selectee remains at their current LRD District location. Relocation Incentive not authorized.

Duties

Serve as a Division-wide expert in formulation of complex aquatic ecosystem restoration projects and District senior aquatic ecosystem restoration plan formulation specialist. Serve as the senior planner on interdisciplinary aquatic ecosystem restoration study teams responsible for planning and accomplishing investigations, analyses, formulation, and report preparation of plans for aquatic ecosystem restoration projects. As the regional expert on aquatic ecosystem restoration plan formulation, the incumbent confers with local interests, including officials of Federal, state, and city governments, regional agencies. Provide authoritative review and guidance on methodologies used, proper assumptions, policy issues considered and results. Analyze plan formulation aspects to determine if proposed work is within policy and technically sound.

Current Civilian Employees of the Organization In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes planning investigations, analyses, and formulation for aquatic ecosystem restoration projects; developing innovative solutions and techniques to apply to the formulation and evaluation of aquatic ecosystem restoration projects; and using aquatic ecology methodologies to characterize the dynamics and health of the physical and biological aquatic environment You will be evaluated on the basis of your level of competency in the following areas: CommunicationsDecision MakingFishery BiologyTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
