This position is located with the Bureau of Indian Affairs, Northwest Region, Wapato Irrigation Project, Branch of Irrigation in Wapato, Washington.
NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.
Duties
Coordinate and carry out procedures to correct violations or meet new program requirements.
Conduct operations of maintenance program, to identify and prioritize construction and maintenance needs on the irrigation storage, transmission, and delivery systems.
Responsible for feasible methods to accomplish required work either by hired labor or contract and assigns tasks accordingly.
Supervisory control over maintenance personnel and, at times, the operation personnel on the irrigation project.
Responsible for management of position and pay, selection or participation in the selection process of subordinate employees and is committed to equal employment opportunity.
Assign, review and approve work assignments.
Responsible for implementation and enforcement of safety rules, regulations and directives.
Schedule and coordinate individual projects as a function of need, weather, manpower requirements/availability, logistics, and terrain.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0301).
GS-11: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-9 in the Federal Service (obtained in either the public or private sector). This experience must include providing technical support to management in the maintenance and monitoring of irrigation systems; planning, organizing, directing, coordinating, and evaluating all activities of an irrigation and water delivery program. Develop plans on soil and water conservation and irrigation procedures; served as a project manager on construction, maintenance, or operating work for irrigation and water delivery projects. Provide information to management for annual review and updating of project operations and resources; maintenance for operational and administrative changes; organizational and secession planning changes; complete scheduled maintenance requirements and reporting on the systems; OR Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher-level graduate education leading to such a degree; OR LL.M., if related.
