About the Position: You will serve as a Small Craft Operator. You may serve as relief boat operator, relief crane operator and deckhand to the chief boat operator on the PUGET, a self-propelled crane barge, engaged in snagging and floating debris disposal operations in Puget Sound.

Duties

Perform a variety of duties involved in the maintenance, repair and housekeeping of the floating plant. Assist the deck crew in snagging/debris disposal operations. Handle and fasten hawsers and mooring ropes to piers. Performs light rigging as required. Prepare surfaces to be painted by removing old paint, using paint remover, scraping or chipping. Make regular inspections of engine room and generator room to determine that all equipment is functioning properly. Assume responsibility for the operation of the vessel or cranes during the scheduled or unscheduled absence of the regular boat operator or crane operator. Load and store supplies to and from the boat.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain and maintain a valid state driver's license.
  • A U.S. Coast Guard 200 Ton Master Inland Vessel license, with unlimited radar certification must be obtained within 4 years of being appointed.
  • A 5-ton hydraulic crane license must be obtained within 6 months of being appointed.
  • Pre-employment AND random drug testing required as this position meets the criteria as a Testing Designated Position under the Department of the Army Drug-Free Federal Workplace Program.
  • This position is in a medical surveillance program and is subject to pre-employment physical and subsequent physical exams.
  • This position requires Temporary Duty Travel (TDY) 50% of the time.

Work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen Out Element will result in an ineligible rating. Incumbent must possess depth and color perception and be able to see in low visibility conditions in order to operate boat and crane. Incumbent is required to operate a motor vehicle in order to get to and from the vessel, or transfer vessel from worksite to worksite. Working Conditions - When functioning as the relief Master, work is normally performed inside pilothouse and while directing the deck crew time is spent on deck where there is exposure to the elements and danger of falling into river and ocean and drowning. Much of the time spent operating is in swift, shallow water, which increases dangers to operator and craft, and is subject to the hazards of sudden storms, rough water, tides, wind and abnormal currents. When serving as relief crane operator, the employee is restricted to the confines of the crane cab for long periods of times, operating various levers and pedals. Incumbent is exposed to noise in excess of 80 decibels and is required to wear hearing protection. Employee is exposed and the effects of acids, solvents, thinners and paints on a regular and recurring basis.
