This vacancy is for a Program Manager (Grants) in the Minority Business Development Agency (MBDA) within the Department of Commerce.
The position serves as a Chief Program Manager for the Grants Management Unit, and as a principal advisor to the National Director on the strategic oversight of the MBDA Grants Management Program.
Duties
As a Program Manager (Grants), you will perform the following duties:
Design an outcome-based framework with Key Performance Indicators
Lead efforts to scale operational models, organizational structures, and staffing capabilities
Perform award reviews and provide funding concurrence/recommendations for programaward justifications
Establish, monitor, and evaluate policies, procedures, and protocol to ensure to programs adhere to congressional mandates

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-15 level you must meet the below specialized experience requirement.
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as:
Provided strategic oversight throughout the grant's life cycle; and developed organizational goals for Federal funding assistance programs.
Supervised staff and performed related functions, i.e., set work priorities, developed performance standards, and evaluated job performance.
Developed and implemented policy and/or procedures that ensured milestones are met; and articulated recommendations to senior leadership.
