The primary purpose of this position is to support the Director, Legal Support Directorate, in delivering fullspectrum legal services within the Air Force Review Boards Agency (AFRBA) by representing the interests of the Department of the Air Force (DAF) in various forums and providing advice and counsel for the most complex, often precedential cases before the Agency.

Duties

Provides legal guidance and advice to the BCMR, the DRB, the PDBR, the DARB, the AFRBA Director, and other senior management officials on the correction of military records. Advice rendered may be on sensitive, difficult, and novel legal issues, or complex factual scenarios in an area with evolving case law and the absence of clearly applicable precedents. Prepares exhaustively researched, expertly written and reasoned legal opinions. Conducts legal reviews and provides opinions on boards/panels decisions or various AFRBA Directorates requiring research and legal interpretation on a wide range of federal statutes, including but not limited various provisions of Title 5, Title 7, Title 10, and Title 38 of United States Code, and their implementing regulations, executive orders, and directives. Serves as a legal advisor and voting panel member to the AFRBA boards and panels. Advises and assists boards/panel members in resolving military personnel law issues in a manner consistent with statute and DAF policy as interpreted by the Office of The Judge Advocate General or the Air Force Office of the General Counsel. As a full-time senior civilian attorney in the Legal Support Directorate, provides guidance/orientation to permanent party and temporarily detailed military attorneys, interns, externs, and other personnel. Provides guidance and professional development on the mission of AFRBA and its relationship with other organizations both internal and external to the DAF, legal precedents, legal sufficiency, impact on decisions made, public interests, personal work contacts, etc.

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Work may occasionally require travel away from the normal duty station.
  • The employee may be required to travel on military and commercial aircraft.
  • Overtime and/or emergency overtime may be required.
  • Incumbent must obtain and maintain an appropriate security clearance.
  • Ability to manage several products simultaneously.
  • Ability to review and consider all governing laws, directives, policies, orders, etc., in providing sound legal advice on a myriad of legal issues.
  • Knowledge of the role and duties of the Government attorney.
  • Skill in various legal research methodologies, including computer-assisted technologies.
  • Leave accrual may be authorized upon request.

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and experience with a wide array of military personnel cases/issues and UCMJ research/interpretation. 2. Knowledge of Congressional legislation, DoD directives, and DAF policy on all facets of review and correction of DAF records. 3. Knowledge of the substantive applicable federal laws, regulations, policies, and principles pertaining to military and civilian personnel. 4. Experience in providing legal advice and assistance on the interpretation of military personnel laws, rules and regulations pertaining to or deriving from the US Code, Title 10, Chapters 79, 913, 915, 921, 933, 939, 941, 943, and similar provisions; Title 32, Sections 301, 302, 303, 305, 322, 323, and similar provisions; and applicable parts of the Code of Federal Regulations. 5. Skill in preparing written communication/presentations and effective oral communication on matters, issues and inquiries relating to well-founded facts and legal opinions that contribute, support, and uphold board reviews and decisions. 6. Skill in analyzing issues and formulating solutions to problems in an efficient manner. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: The employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
