This position is located in the Program Implementation (EPI) within the Pollution Prevention & Abatement (PP&A) organization (EP) in the Office of Environment, Fish and Wildlife (E), Bonneville Power Administration (BPA).
A successful candidate in the Engineering Technician (Civil) position will serve as a Senior Civil Engineering Technician providing technical guidance for a wide range of professional engineering assignments for internal and external stakeholders.
Duties
As an Engineering Technician (Civil), you will:
Participate in design creation and review for complex projects and acts as an authoritative source of technical expertise in the design and implementation of environmental systems during the development of engineering and construction packages; anticipates problems that may arise in design and construction and initiates the development and evaluation of alternative solutions.
Consult and collaborate with engineering staff and other personnel to review, determine, and interpret design concepts; defines and/or recommends requirements of detailed working drawings; provides technical input and recommendations to resolve problems.
Review rough sketches, drawings, standards, technical specifications, and other engineering data received from engineers to validate that they conform to design concepts.
Organize and plan project tasks, schedules, deliverables, and budgets.
Communicate project status to stakeholders and key project participants; creates presentations and reports, as needed.
Provide guidance, support, and oversight to CORs and Contracting Officer (CO) in preparation of contract solicitation and award documents, contract negotiations, recommendations of award, determination of vendors (supplier) ability and intent to meet the project requirements, and administration of engineering and construction contracts and services.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service.
Specialized experience for this position is defined as: 1) participate in drafting engineer drawings and providing technical feedback on construction specification packages (i.e., standard details, design standards, and adherence to agency standards and policies); 2) tracking and monitoring multiple projects, tasks, and milestones to ensure timely completion; and 3) reviewing and soliciting technical feedback on project submittals (i.e., sketches, drawings, technical specifications, etc.).
