Functions as the Medical Director for Primary Care at the Royal C. Johnson Veterans Hospital and the Community Care (CC) program at Sioux Falls VA Healthcare System (SFVAHCS).
Duties
The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being.
Duties:
Provides supervision and oversight to providers performing primary care of the Veterans' medical needs . Supervises the Community Care primary care provider. Care is provided via face to face visits and/or other modalities (video, group clinics, telephone clinics, secure messaging, etc).
Serves as a liaison between Primary Care and Community Care. Helps to streamline work flows and provide expert consultative service between the two departments.
Responsible for ensuring medical staff complete patient encounters, notes, and correctly coding visits in accordance with coding guidelines.
Is the Medical Director for the Primary Care outpatient clinics. Has oversight of patient care.
Demonstrate the knowledge and skills necessary to leaders and staff providing care appropriate to the patients served in primary care. The individual must demonstrate the knowledge of the changes associated with aging and possess the ability to provide care based upon physical, psycho/social, cultural, safety and other age related factors as noted in the competencies described in departmental and/or unit specific policies and procedures.
The Medical Director will be required to attend staff meetings, serves on committees, teams, workgroups, and peer reviews as requested. The Provider will completes performance evaluations, quality measures, FPPE, OPPE, CME, VA mandatory trainings.This physician will provide medical oversight to our CC program. May be required to perform patient care to cover staff vacancies or other circumstances.
Community Care:
This physician will provide help to establish and maintain an integrated VA - Community Care network in our region. Primary duties will include evidence-based medical necessity reviews of consults, supports development a Utilization Review program for services provided in our network, serving as medical safety and quality reviewer for network medical care, and acting as a liaison between Community Care vendors, Community Care staff, and VA providers. Some outreach to regional medical providers, including infrequent travel may be required.
Provides clinical leadership and oversight of medical management for the CC program.
Requires physician to be knowledgeable and provide clinical oversight for purchased care services in an ever-changing environment. Close collaboration is required with VISN and local Leadership, CC, and the Business Office.
Serves as a liaison with community physicians and participates in feedback regarding care necessity and clinical decision making. Maintains appropriate interpersonal communication and business relationships with internal and external stakeholders.
Serves as member of the Community Care Oversight Committee, the Peer Review Committee, the Medical Executive Council and such other committees and work groups as may be assigned by Leadership.
Maintains an active clinical practice in their specialty equivalent to at least a 0.2 FTEE provider. This can be accomplished with a small panel of patients, by covering for subordinate providers, or a combination of both.

Qualifications
To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR
[(2) Those approved by the American Osteopathic Association (AOA),OR
(3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.
Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.
Proficiency in spoken and written English.
Preferred Experience: Medical Doctor or Doctor of Osteopathy and Internal Medicine or Family Practice

Physical Requirements: This position requires a pre-employment physical. Education
Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
- Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
- Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
- For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
