The primary purpose of this position, Budget Analyst, GS-0560-11, is to serve as the squadron focal point for all budget/financial issues. Perform day-to-day and long-range control and management involving the formulation, monitoring, execution, and analysis of the organizations direct budget and reimbursements.

Duties

Perform budget execution involving the oversight and monitoring of obligations incurred and the actual expenditures of funds with different sources and types of funding. Perform budget formulation work involving review and preparation of budget and financial plans. Perform financial analysis to develop rate policy, to set product and service rates, to determine current and projected financial positions, and to support test/program managers in the execution of reimbursable programs. Perform contract cost performance analysis. Provide advice, assistance, and guidance on budgeting and related information.

  • This is a Financial Management LEVEL 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.
  • This is an acquisition coded position. Selectee must complete required certification level 2 in Financial Management within 24 months of assignment.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of a functional area such as financial oversight, budget formulation, and/or budget execution sufficient to (1) analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones; and (2) analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions under these types of conditions and time pressures: (a) uncertainty due to short and rapidly changing program and financial/budgetary deadlines and objectives; (b) gaps and conflicts in program and financial/budgetary information; (c) lack of predictive data; (d) conflicting program and financial/budgetary objectives; and/or (e) changing guidelines for the work. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completed a Ph.D., or equivalent doctoral degree or have successfully 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related, Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be used to qualify applicants for the GS-11 level. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned organization(s). Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations. Skill in the application of analytical methods and techniques (e.g., cost-benefit analysis, ZBB), amortization, depreciation, and pro-rating revenues and costs among customers), mathematical and statistical analysis, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding and conduct economic and cost studies/analyses. Ability to gather, assemble, and analyze data to prepare budget/cost estimates, develop alternatives, and make recommendations to resolve budget/funding problems. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work is primarily sedentary. Some walking and standing may occur in the course of a normal, workday in connection with travel to and from meetings and conferences. May carry light items, such as reports, data products, and notebooks. No special physical ability is required. WORK ENVIRONMENT: Work is performed in adequately lighted, heated, and ventilated office setting and includes an array of risks and discomforts normally found in office and conference rooms. The employee observes normal safety precautions when working in and traveling away from the work site.
