Duties
Recognized as a technical authority on matters of budgetary policy, law, and regulation. Develops Center budget policies based on interpretation of circulars, directives, and regulations issued by OMB, DoD, DFAS-HQ and Comptroller General Decisions.
As a senior analyst, is responsible for formulating and justifying a major segment of a DFAS Center budget or a total Center budget for the Defense Working Capital Fund (DWCF). Analyzes DFAS-HQ program and budgetary guidance.
Reviews, analyzes, edits and consolidates budget submissions including budgetary goals, timetables, milestones, and criteria for assessing program cost-effectiveness. Budget development may include an analysis of work counts and unit cost outputs.
Receives approved funding targets for assigned account(s). Allocates fund to individual activities/functional areas based on an analysis of activity budget estimates, historical expenditures, projected workload, and approved funding.
Provides financial advisory services for a major segment of a DFAS Center budget or for the total Center budget for the DWCF.
Conducts cost analysis to determine savings, feasibility, costs and revenues. Conducts and coordinates the annual and midterm review of
agreements to determine accuracy, recommends and implements changes and terminates agreements as necessary.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: Performing budget formulation and justification for a major segment of an organization; preparing a variety of reports covering the status of funds, expenses, and obligations; and providing a full range of services including financial information, trend analysis, budget guidance, and advice to managers and their staff.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
