THIS IS A TITLE 5 EXCEPTED SERVICE POSITION WITH THE NEBRASKA ARMY NATIONAL GUARD.
This National Guard position is for a SUPV HR SPEC (HRD), Position Description Number T5023000 and is part of Human Resources Office, Nebraska Army National Guard.
Duties
As a SUPV HR SPEC (HRD), GS-0201-12, duties include:
1. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees.
2. In addition to supervision, performs work in one segment of a specialized function, such as classification, recruitment, placement and information systems, or HR support for military personnel as follows:
Human Resource Development: Establishes and administers a system for determining and documenting training needs, evaluating training courses, assigning priority to training plans and evaluating training accomplishments. Ensures preparation of budgetary recommendation for training needs, allocation of quotas, and scheduling of personnel for training. Plans and administers employee career development programs.
Preforms other duties as assigned.
Requirements

Qualifications
Security Clearance/Background Check requirements:
In order to comply with US DOD requirements and ensure the safety and security of the missions, programs, property and personnel of the Nebraska Military Department, employees must obtain the appropriate background investigation and maintain the level of security clearance assigned to their respective work.
Failure to obtain, within one year of appointment, and maintain the designated type of security clearance/background check required for the respective work may result in a job offer being rescinded, separations of employment, or other actions as may be deemed in the best interest of the agency.
Prior to appointment individuals must meet the security clearance requirements for the position or submit the required documents of the Nebraska National Guard, Personnel Security Manager for processing the appropriate investigation. Required forms: SF86, PSIP Initiation Form, Fingerprints, OF306 and Application/Resume.

GENERAL EXPERIENCE: Must possess a general understanding of the basic principles and concepts of this occupational series.
Skill in Collecting and analyzing data effectively, efficiently and accurately;
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication;
Ability to write English in reports and presentation formats;
Ability to communicate clearly and effectively;
Skilled in presenting formal training presentations and briefings;
Ability to assess body language and perceive emotional and/or distress levels;
Skill in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE: Must possess at least 1 year experience at the previous lower grade or equivalent experience and education with human resource programs related to federal civilian personnel programs; experiences in executing personnel programs as applicable to the specific position and its position description; knowledge and understanding of the organizational structure, personnel data systems, performance management system, benefit and retirements programs; experience in advising supervisors and managers on human resource development and performance matters.
